Position:

An exciting opportunity has arisen for a PMO Finance Manager within our Directorate of Transformation & Sustainability. Based at Ailsa Hospital, however, we have adopted a distributed working approach dependent on service need.

Hours:

From 1 April 2026, the working week for NHS Agenda for Change staff in Scotland will be reduced. Full‑time hours will reduce from 37 to 36 hours (pro rata for part‑time staff) without loss of earnings.

37 hours per week, Monday - Friday

UK Driving Licence:

A UK car licence while not essential to this role, is desirable.

What you will do:
  • Ensuring robust financial evaluation of all efficiency, productivity and transformation schemes.
  • Working closely with the Pipeline Manager to financially assess emerging ideas and opportunities, ensuring early‑stage concepts are rigorously appraised for viability and impact.
  • Leading the commissioning, review and interpretation of service benchmarking where potential opportunities have been identified, ensuring benchmarking insights inform prioritisation and decision‑making.
  • Supporting accurate tracking, validation and reporting of financial benefits across the portfolio.
  • Leading the financial governance required for PMO gateway processes, pipeline management, and Board‑level oversight.
  • Supporting the Board's delivery of recurring efficiency requirements, Grip & Control processes, and long‑term financial sustainability.
  • Ensuring financial compliance with national PMO expectations, NHS Scotland finance standards and internal control frameworks.

The role is central to delivering a financially credible and evidence‑based PMO, enabling the organisation to plan, deliver, and demonstrate tangible improvements.

Knowledge, training and/or experience required to do the job:
  • CCAB, CIMA or equivalent professional finance qualification or equivalent demonstrable knowledge and experience in a relevant discipline.
  • Significant post‑qualification experience in financial management
  • Significant experience in major change management, innovation, quality improvement and project/programme management within the NHS or comparable large organisation.
  • Advanced analytical and financial modelling skills, including financial interpretation and benchmarking
  • Experience leading financial governance for complex programmes
  • Excellent communication, negotiation and influencing skills.
  • Demonstrable knowledge and understanding of the statutory framework and guidance for the NHS, and the Integration of Health and Social Care, including practical application of these together with the policy and planning framework nationally, regionally and locally.
  • Recent experience of working in the NHS, other public sector or relevant organisations within a relevant role associated with strategic service planning and development.
  • Ability and demonstrable experience in the drafting and presentation of papers, reports and related correspondence for the NHS Board, associated Governance groups, Directors and senior managers.
  • Significant experience of working directly with Directors, Non‑Executive Directors and senior managers.
  • Developed awareness of the political sensitivity of information and ability, and mental agility, to work through issues and think at both a strategic and operational level.
