Position: Fiscal & Administrative Services Officer (I/II/III)

Fiscal & Administrative Services Officer (I/II/III)

Base pay range: $95,600.00/yr - $/yr

Legacy Staffing is seeking an experienced Fiscal and Administrative Services Officer on behalf of a government entity. This role serves as the lead administrative officer overseeing fiscal operations within a department or division. The position involves planning, organizing, and managing fiscal programs, budget administration, and related administrative projects. You will supervise professional and clerical staff, ensure compliance with financial policies, and provide strategic guidance to management.

Key Responsibilities Plan, assign, and evaluate work of staff engaged in financial and administrative activities
  • Develop and manage departmental budgets; analyze requests and prepare recommendations
  • Monitor and report on budgetary status and operational impacts
  • Perform complex financial, statistical, and operational analyses
  • Conduct audits and ensure compliance with internal controls and fiscal policies
  • Prepare revenue and expenditure projections and cash flow analyses
  • Coordinate budget implementation and communicate results to management
  • Oversee purchasing, payroll processing, and recordkeeping functions
  • Prepare administrative reports for City Council and advisory bodies
  • Manage grant applications, funding amendments, and compliance monitoring
  • Oversee performance on capital improvement projects and vendor contracts
  • Collaborate with auditors and ensure adherence to regulatory requirements
  • Develop user fee recommendations and financial services for special districts
  • Represent the City on committees and in meetings with agencies and community groups
  • Qualifications

    Knowledge of:

    • Public administration principles and practices
    • Fund and cost accounting, municipal fiscal management
    • Budget development and financial reporting
    • Laws and regulations governing public financial operations
    • Statistical analysis and data management tools
    • Supervisory principles and effective customer service

    Ability to:

    • Analyze complex administrative and financial issues
    • Interpret and apply laws, regulations, and policies
    • Prepare clear and concise reports and recommendations
    • Manage multiple projects and meet deadlines
    • Lead and motivate staff effectively
    • Maintain strong working relationships with internal and external stakeholders

    Education & Experience:

    • Bachelor’s degree in Business or Public Administration, Finance, or related field
    • Minimum 3 years of professional experience in administrative, management, or budgetary analysis, including 2 years in a supervisory role
    • Additional experience required for Officer III level
