The City of Baldwin Park is accepting applications for the position of COMMUNITY ENHANCEMENT OFFICER with salary $4,654.86 - $6,237.96 Monthly
. Future COLA increases:
Effective June 21, 2026 - 3%.

The Position

Under general supervision, the Community Enhancement Officer, assures community compliance with municipal ordinances and performs related duties as required or assigned.

Supervision Received and Exercised

General supervision is provided by the Code Enhancement Supervisor.

The Ideal Candidate

The City of Baldwin Park is seeking individuals who enjoys working in a fast-paced environment where problem-solving and effective communication skills are a must. The ideal candidate enjoys working with the public and takes pride in doing high-quality work. This position is part of a four-person community enhancement team that proactively and re-actively enforces community compliance. Compliance is done through education, relationship building, resources, and when necessary, progressive enforcement.

Incumbents must be able and willing to work rotating shifts, weekends, and evenings. See special requirements.

Special Requirements

The Community Enhancement Officers will be assigned to work a rotating weekend schedule. The Work Schedule consists of two rotating schedules of two pay periods on “A” shift, followed by two pay periods on “B” shift. “A” shift consists of a regular Monday through Thursday 4/10 schedule from 7:30 a.m. to 6:00 p.m. “B” shift consists of a 4/10 Wednesday through Saturday schedule, with Wednesday and Thursday hours from 7:30 a.m. to 6:00 p.m.: and Friday and Saturday weekend hours from 9:30 a.m. to 8:00 p.m. The Community Enhancement Officers shall receive an additional five percent (5%) for those weekend hours worked comprised of any Friday or Saturday.

Responsibilities
  • Enforce a variety of regulations and laws related to occupancy, zoning, land use, property nuisance, property maintenance, weed abatement, and upkeep and management of private property.
  • Process and issue Business Licenses.
  • Respond to complaints of alleged violations and thoroughly investigate.
  • Issue notices of violation and citation and re-inspect as needed for compliance.
  • Maintain records of inspections.
  • Write letters and reports.
  • Testify in court as necessary.
  • Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.
  • Supports the relationship between the City of Baldwin Park and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned.
Knowledge Of
  • Principles and practices of municipal zoning and land use regulations, housing, building, fire codes, health laws, nuisance abatement, and public safety.
  • Investigation and research relating to the enforcement of City codes.
  • Effective work management and organization methods.
Ability To
  • Deal effectively with the public and obtain compliance with City codes.
  • Communicate effectively in a clear, concise manner, verbally and in writing, including legal matters.
  • Understand and carry out oral and written directions.
  • Understand and interpret the Municipal Code.
  • Keep detailed, accurate filed notes and records for potential litigation.
  • Work without immediate supervision.
