Working Hours:

9am till 5pm Oldham Council are seeking a dedicated Housing Technical Officer to join our team. This role involves carrying out all aspects of Housing Regulation in accordance with legislation, including Selective Licensing, private sector housing disrepair complaints, and enforcement actions against landlords. The ideal candidate will be experienced in Housing Act 2004 enforcement and HHSRS trained. Day-to-day of the role:
Conduct detailed inspections of properties to ensure compliance with the Housing Act 2004 and licensing requirements, ensuring timely rectification of issues. Engage with tenants, including vulnerable and hard-to-reach groups, addressing issues affecting their lives and making appropriate referrals to other agencies. Prepare and present detailed technical reports and legal notices as part of enforcement responsibilities. Monitor licensing fees, raise invoices for legal notices, and manage financial aspects related to enforcement actions.

Provide technical advice and project management skills to ensure all privately rented properties are fit for living. Recognize risks early and mitigate them through clear and effective actions. Manage and maintain technical equipment, ensuring proper usage. Take necessary legal actions, prepare files for court, or issue Civil Penalty Notices as required. Required Skills &

Qualifications:

HHSRS certification and experience in Housing Act 2004 enforcement. Strong technical and project management skills. Ability to prepare detailed reports and handle legal documentation. Excellent communication skills and high emotional intelligence for dealing with vulnerable groups. Proficiency in managing financial and administrative tasks related to housing enforcement.
