Introduction
Maryland’s Family and Medical Leave Insurance (FAMLI) program makes sure all workers in Maryland have paid time off for medical and family reasons. FAMLI is a social insurance system covering 2.6 million workers and 180,000 employers, delivered as a digitally native, public-facing service. We’re in the early stages of building something as big and as far reaching as unemployment insurance or a new health department.
We know that delivering services primarily through a website, over the Internet, is a new way of doing business in government. The Financial Services Directorate is responsible for establishing and maintaining an efficient financial system, including internal controls and financial procedures, for the FAMLI Division. The Financial Services Directorate safeguards FAMLI funds and other assets, manages FAMLI contributions and benefit payouts, develops financial reports, prepares budgets and projections, and supports internal and external financial audits.
The Accounts Receivable Accountant Advanced performs advanced accounting and financial analysis in support of FAMLI’s Accounts Receivable operations. The position reviews and reconciles employer contribution accounts, billings, deposits, refunds, over payments, interest, and penalties; investigates complex accounting discrepancies; prepares financial reports and journal entries; and supports financial close and audit activities. The position also assists with financial system testing, reporting enhancements, and internal controls and provides technical accounting recommendations to management.

Main Purpose of Job
The main purpose of this position is to perform advanced accounting and financial analysis functions in support of the Maryland Family and Medical Leave Insurance (FAMLI) Program's Accounts Receivable operations. This position reviews and reconciles employer contribution accounts, billings, deposits, refunds, over payments, interest, and penalties; prepares financial reports; supports audits; and ensures compliance with State accounting policies and FAMLI regulations. The position provides technical accounting support and recommendations to management regarding financial operations, reporting, and internal controls.
POSITIONDUTIES
- Perform advanced accounting analysis and reconciliation of employer contribution accounts, accounts receivable balances, deposits, refunds, over payments, interest, penalties, and collection activities.
- Reviews, analyzes, and reconciles accounting transactions between FAMLI operational systems, Net Suite, banking records, and State financial systems.
- Investigates complex accounting discrepancies and recommends corrective actions.
- Prepares adjusting journal entries and supporting documentation for management review and approval.
- Performs month-end, quarter-end, and year-end accounting reconciliations and financial close activities.
- Develops financial reports, account analyses, and supporting schedules for management, auditors and external stakeholders.
- Reviews contribution, billing, collections, refund, and over payment processes for compliance with FAMLI regulations and State accounting policies.
- Assists with implementation, testing, validation, and enhancement of financial systems, reports, and internal controls.
- Provides technical accounting guidance and recommendations to management regarding complex accounting matters.
- Assists with internal and external financial audits.
- Coordinates with Financial Services, Employer Services, and Financial Digital Services, regarding accounting and financial operations.
