Main Purpose of JobThis position directs the planning, budgeting, designing, remodeling and construction of the capital facilities of the Department of State police, to include the Office of the State Fire Marshal. The Department has statewide enforcement responsibilities requiring public facilities across the state as well as specialized function and support facilities. Position coordinates all Departmental capital program activities with State Department’s of Budget and Management and General Services, is responsible for the Department’s five‑year Capital Improvement Plan, development and maintenance of the Master Facility Plan and compliance with all Department of Budget and Management facility programming requirements.
Serve as a member of the Superintendent’s core executive staff advising on all capital budget and facility issues.
Develop Department's Master Facility Plan to serve as a guide for preparation of Capital Improvements Plan (CIP). Provides technical review comments on major multi‑year capital construction projects for technical efficiency and sufficiency, code compliance, program requirements, and sound engineering or architectural practices. Reviews capital construction projects during the six phases of design from the program stage through schematic design, design development, construction documents and bidding stages.
Provides in‑house engineering or architectural design services as needed including preparation of bidding documents, review and approval of drawings, preparation of cost estimates, establishment of time schedules for design and construction and resolution of technical architectural/engineering problems. Provides technical assistance to the Secretary for analysis of design concepts and construction problems, interpretation of technical data, cost issues and procurement of engineering or architectural services as well as interpret rules, regulations, standards and controls and recommend to the Secretary Department policy and priorities for program design.
Meet with Departmental representative, committees and subordinate staff to defend/revise/submit programs to comply with Department of Budget and Management (DBM) and Department of General Services (DGS) reviews to ensure unique features of new or replacement facilities. Represent the Department and coordinate local government participation in all facets of capital budget projects, including preparation and presentation of testimony to DBM, DGS and General Assembly capital budget committees.
Represent Department on design committee with DGS and consult architectural and engineering (A/E) consultants. Supervise and assist project architect in representing Department in DGS construction project management. Reconcile design problems and review changes made during construction.
