Primary Purpose PRIMARY PURPOSE OF POSITION

The Senior Energy Efficiency Program Manager is responsible for the strategic leadership, development, and performance management of customer-facing programs implemented by the Clean Energy Solutions Team, which spans residential and commercial customer segments. This role leads program implementation and partnerships that advance Clean Energy Solutions, energy efficiency, load management, affordability, decarbonization, and customer experience objectives, while ensuring long-range planning, budget development, performance reporting, regulatory filing support, and KPI tracking are aligned with approved program commitments.

The successful candidate will be an experienced program or project leader with excellent communication and analytics skills —capable of developing data driven insights to persuade and influence internal and external stakeholders, effectively presenting to leadership and motivating program stakeholders to deliver results in a dynamic environment.

Assist in the development, delivery, and management of energy efficiency programs as part of the state utility commission approved energy efficiency portfolio to ensure cost recovery and minimize performance risk. Manage the process of “Request for Proposals” and awarding of contracts to subcontractors and vendors delivering energy efficiency programs to utility customers. Coordinate with other utility departments providing program logistic support.

Verify that products, services, and energy savings are delivered as required. Monitor, track, and provide necessary program performance data for measurement and verification purposes.

Position may be required to work extended hours for coverage during storms or other energy delivery emergencies.

Primary Duties
  • Work with Planners and Evaluation Team to participate in the development of energy efficiency programs including evaluation of energy efficiency measures, design of programs, outreach to stakeholders and the market place, and filing of requirements. (10%)
  • Manage the process of procuring services from subcontractors and vendors specializing in delivering energy efficiency programs to utility customers. This includes issuing RFP's, evaluating responses, identifying best offers, obtaining legal review, coordinating with Supply Services, and awarding contracts. (10%)
