** job summary:
** the baltimore city office of emergency management is seeking a senior planner to lead and coordinate the city’s emergency planning initiatives. The position requires extensive knowledge of emergency management concepts, principles, and operations. The senior planner will play a key role in enhancing the city’s preparedness, response, and recovery capabilities. This position reports to and is supervised by the deputy director of planning and administration.qualified
candidates will have a bachelor’s degree in emergency management or related field; at least two years of experience in public policy and administration, public safety, emergency management, or other relevant experience; and possess excellent analytical, communication (written and oral), organizational, project management, and problem-solving skills.
Experience with continuity of operations planning (coop), emergency operations planning (eop), and mitigation planning is preferred.
** essential functions:
*** lead and manage the development, review, revision, and publication of all emergency management plans, policies, and procedures, including the city’s emergency operations plan (eop), continuity of operations (coop), continuity of government (cog), and oem standard operating procedures (sops).
* oversee planning teams, working groups, and the oem internship program, including assigning work, monitoring progress, ensuring quality, and establishing performance standards.
* coordinate applications for fema public assistance and individual assistance programs in collaboration with city agencies and partners.
* lead the after-action report (aar) and improvement plan (ip) processes for major events and emergencies.
* provide technical assistance and support to external partners, including assisted living facilities, baltimore city public schools, and local universities, in developing and maintaining emergency plans.
* manage the city’s threat and hazard identification and risk assessment (thira) and stakeholder preparedness report (spr) processes.
* collaborate with the training and exercise section chief on developing and maintaining the city’s multi-year training and exercise plan.
* represent baltimore city in regional and state-level planning efforts, including the baltimore urban area security initiative (uasi) and region iii health and medical coalition.
* support the city’s emergency operations center (eoc) by managing or staffing the planning section during activations and assisting with situation reports, incident action plans, and webeoc operations.
* coordinate the financial recovery process and assist in developing disaster declarations for the mayor.
* draft memoranda of understanding (mous), memoranda of agreement (moas), and other official planning documents for review and approval.
* research and maintain awareness of emergency management accreditation program (emap) requirements to ensure compliance.
* build consensus among stakeholders through collaboration, facilitation, and problem-solving to advance planning initiatives.
