Overview
Re-Entry Housing Coordinator role at City of Baltimore, Mayor’s Office of Neighborhood Safety and Engagement (non-civil service position). Salary range: $64, annually.
Responsibilities- Receives and reviews rental subsidy requests from returning citizens, ensuring all documentation is complete and in compliance with grant guidelines; processes payments and assists with rental arrears, negotiating with landlords to prevent eviction.
- Implements case management services using Housing First principles, providing individualized support to returning citizens to secure stable housing; collaborates with Reentry Coordinator and other team members to integrate housing stability into the broader reentry plan.
- Develops and maintains strategic partnerships with community-based organizations (CBOs), local housing providers, and city agencies to ensure access to housing resources and streamline housing placements for returning citizens.
- Collects and reports both quantitative and qualitative data related to housing outcomes, rental subsidies, and program impact; prepares monthly and quarterly updates for MONSE leadership and funding agencies.
- Represents MONSE at housing-related community events and meetings; advocates for housing resources and support for returning citizens, engaging stakeholders and community partners in the process.
- Administers the operating budget of approximately $250,000, ensuring the effective allocation of funds for rental subsidies and other housing-related services, maintaining accurate records for audits and financial reporting.
- Education:
A bachelor’s degree in social work, Urban Studies, Public Administration, or a related field is required. A Master’s degree is preferred but not required. - Experience:
At least 3 years of experience working with vulnerable populations, specifically with returning citizens or individuals facing housing instability, is required. Experience should include case management, housing services, and working with community-based organizations or government agencies.

- Background Check: Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint screening and must be successfully completed.
- Probation: All persons, including current City employees, selected for this position must complete a 6-MONTH mandatory probation.
