Environmental Compliance Specialist III, Operations Officer III – Department of Public Works
Join the City of Baltimore as an Environmental Compliance Specialist III in the Operations Officer Series.
Salary Range: $81,097.00 – $ annually

Job SummaryPositions in the Operations Officer series contribute to the effective management of an organizational unit by supervising and/or managing staff, problem solving as an individual contributor, or project managing. Operations Officer III positions focus on analytics, budget, communications, environmental factors, functional responsibilities, minimum qualifications, policy, relationship building, supervision given, and supervision received.
Minimum Qualifications- Education:
Bachelor’s degree in business administration, public administration, management, or a related accredited field. - Experience:
Six years of professional‑level administrative, operations, or technical work; OR an equivalent combination of education and experience. - Licenses:
Valid Maryland Class C Noncommercial driver’s license (or equivalent) and eligibility to obtain a Baltimore City driver’s permit. Provisional driver’s license not acceptable. - Driver’s License Upload:

Submit no later than 12:00 AM on the closing date.
- Knowledge of public and business administration principles and practices.
- Knowledge of methods and procedures for collection, organization, interpretation, and presentation of information.
- Knowledge of basic accounting, budgeting, fiscal controls, and statistics.
- Knowledge of management practices and methods.
- Ability to adapt and apply administrative analysis concepts to specific projects.
- Ability to identify problem areas and recommend solutions based on logical consideration of alternatives.
- Ability to interpret and apply laws, rules, regulations, standards, and procedures.
- Ability to prepare and present reports or recommendations clearly and concisely.
- Ability to compile financial and operational data and analyze charts and reports.
- Ability to coordinate activities of various organizational units.
- Ability to plan, organize, and direct the work of others.
- Ability to research and write complex narrative and statistical reports.
- Ability to speak and testify effectively before governmental bodies, media, and community and business groups.
- Ability to establish and maintain effective working relationships with city officials and community and business groups.
Eligible candidates identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint.
ProbationAll selected persons, including current city employees, must complete a mandatory six‑month probation.
EligibilityQualified candidates will be considered for vacancies as they arise for at least six months. The Director of Human Resources’ decision regarding acceptable minimum qualifications is final.
Education AccreditationApplicants’ education must be from an accredited institution. Credits earned outside the U.S. will be evaluated for U.S. equivalency.
Selection ProcessAll candidates meeting the minimum qualifications will be placed on the eligible list without further examination. Training and experience of each candidate will be evaluated for appropriateness and quantity. Complete and accurate information is required; vagueness or omission may prevent consideration.
Examination ProcessApplicants must provide sufficient information to demonstrate they meet the minimum qualifications. Successful applicants will be placed on the employment‑certified eligible list for at least six months. The examination will rate education, training, and experience and may include supplemental questions to examine specific KSA.
