Introduction
Full‑time contractual position (1,984 hours) for Administrative Officer III in the Maryland State Police Forensic Sciences Division, Biology Section, Baltimore County, Maryland.

Main Purpose of JobThe employee functions as a Forensic Casework liaison between the Maryland State Police Forensic Sciences Division, Biology Section; the Office of the Attorney General Cold Case Investigators; and various law‑enforcement agencies that have submitted sexual assault kits for outsourcing under the Maryland 2021 SAKI Grant. The employee obtains and coordinates all necessary case‑specific information and facilitates reference sample collection identified following the completion of sexual‑assault kit testing by the outsourcing laboratory.
This work supports successful interpretation by qualified DNA analysts of the data obtained from sexual‑assault kits tested under the forklift approach and assists DNA analysts in determining CODIS eligibility.
- Review the SAEK paperwork for assigned cases to determine if additional case‑scenario information or known standards are required.
- Facilitate the collection of additional required case‑scenario information and reference samples by communicating with the submitting agency as applicable.
- Communicate with MSP‑FSD staff regarding SAKI case status.
- Perform other administrative duties as assigned.
Education:
Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience:
Three years of administrative staff or professional work.
Notes:
- Candidates may substitute 30 college credit hours from an accredited college or university for each year up to two years of the required experience.
- Candidates may substitute the possession of a Bachelor’s degree from a college or university for the required experience.
- Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules, or regulations or analysis of operational programs or procedures with recommendations for improvement on a year‑for‑year basis for the required experience.
- One year of experience with Microsoft Office and Google Suite.
- One year of experience demonstrating excellent organizational skills for email, reports, and liaising with others.
- One year of experience working in a law‑enforcement environment communicating with investigators concerning criminal investigations.
- Knowledge of the ’SAFE Kit Law’.
- Experience working with confidential information in an environment with exposure to sensitive material.
The employee may be assigned duties that require the operation of a motor vehicle. Employees assigned such duties must possess a valid motor vehicle operator’s license in Maryland.
SELECTION PROCESSOnly candidates who meet the minimum and selective qualifications will be considered. Successful candidates will be placed on an Eligible List as a BEST QUALIFIED, BETTER QUALIFIED, or QUALIFIED candidate and remain eligible for at least one year from the date of application.
EXAMINATION PROCESSThe examination evaluates education, training, and experience related to the requirements of the position. Applicants may be required to complete a qualifications supplement, may be subject to interview, polygraph examination, and substance abuse testing.
BENEFITSContractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract, and work 30 or more hours a week (or an average of 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.
