** This position will be primarily based in Southern Maryland**

Main Purpose of Job

The Maryland Department of the Environment is hiring for a Contractual Environmental Compliance Specialist III (Hazardous Materials Compliance Specialist). The incumbent will ensure compliance at hazardous materials transportation facilities and during en‑route shipments in accordance with Maryland State regulations and applicable federal requirements. The Environmental Compliance Specialist III will provide roadside DOT enforcement, emergency response, professional technical assistance, and regulatory oversight for transportation‑related incidents involving the release or the potential release of regulated hazardous materials and substances.

The incumbent will also support hazardous materials enforcement activities and incident mediation efforts statewide.(Potential Incumbents will be verified for eligibility and current certification requirements via MSP CVED, the Commercial Vehicle Safety Alliance, and FMCSA/ USDOT)
** This position will be primarily based in Southern Maryland. Counties include Prince Georges, Anne Arundel, Charles, Calvert, and St Mary's. Main reporting locations will the be MSP Weight and Inspection Facility on I-95 in College Park MD and the MDTA Police Weight and Inspection Station at the Bay Bridge in Anne Arundel County.
** This position involves the following working conditions:
Exposure to uncomfortable or unpleasant surroundings, including outdoor environments. Must work outside in all weather conditions. Exposure to hazardous conditions that may result in injury such as hazardous materials incidents/ exposures. Working roadside, next to moving traffic, on major highways and secondary roads. Physical demands such as lifting 50 pounds or more, climbing ladders, and carrying equipment. Climbing into, onto, and under commercial vehicles.

Lifting, carrying, and operating spill mitigation equipment. Donning personal protective equipment. Required use of protective equipment—such as goggles, gloves, masks, and etc. —during routine field work and hazardous materials response. The incumbent will be required to drive a State vehicle. If you hold an out‑of‑state driver’s license, you must provide a certified copy of your driving record from the issuing state’sMotor Vehicle Administration at the time of hire.

All individuals must maintain a driver’s license with no more than 5 points on their driving record to operate a State vehicle.

MINIMUM QUALIFICATIONS

Experience:

Six years of experience performing environmental regulatory compliance work in the areas of water pollution control; sediment and erosion control; tidal and non‑tidal wetlands; flood control and waterway construction; storm water management; coal, non‑coal and surface mining; air quality and air management control; solid waste management; hazardous waste control; and oil pollution control.
