Summary
As a Human Resources Specialist (Employee and Labor Relations), GS-0201-13, you will be part of the Office of the Chief Human Capital Officer, Office of Personnel Management. If selected, you will be responsible for providing expert guidance and to support management in addressing complex employee relations matters, including issues related to both misconduct and performance, ensuring actions are handled in accordance with applicable laws, regulations, and agency policies.

Duties
  • Advising on complex employee relations issues, including conduct, performance, attendance, leave, whistleblowing, grievances, and prohibited practices.
  • Composing official correspondence and supporting documentation for corrective, adverse, and performance-based actions consistent with federal HR guidelines.
  • Executing fact-finding and documentation processes for sensitive employee relations concerns in accordance with legal and regulatory requirements.
  • Conducting comprehensive analysis of regulatory frameworks and organizational policies to assess implications for employee relations.
  • Representing OPM in meetings with management, employees, and the union.
Requirements
  • Must be a U.S. Citizen or National.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Suitable for Federal employment, determined by a background investigation.
  • May be required to successfully complete a probationary period.

  • This position is NOT eligible for inclusion in the bargaining unit.
Qualifications

For the GS-13:
You must have one full year (52 weeks) of specialized experience that is at least equivalent in difficulty and complexity to work performed at the GS-12 grade level. You must include evidence of this specialized experience in your resume, including dates of experience (month/year), to be considered qualified for this position.

Specialized experience for this position must have included ALL of the following:

  • Providing advice to management officials on the application of employee and labor relations statutes.
  • Serving as an advisor on the preparation and delivery of adverse and performance-based actions.
  • Conducting fact finding to provide necessary context and resolve disputes.
  • Independently researching, interpreting and applying laws, policies and precedents in Title 5 of the Code of Federal Regulations, US Code, case law related to employee conduct and performance and discipline.

Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart S. One year at the GS-12 grade level is required to meet the time-in-grade requirements for the GS‑13 level. You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, Ameri Corps) and other organizations (e.g., professional;

philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
