The Maryland Transit Administration (MTA) is seeking an HR Office Manager. The HR Office Manager provides administrative, operational, and project coordination work on behalf of the Human Resources (HR) Director and overall HR department. This position requires independent judgment and analysis to ensure smooth day-to-day operations of the HR department, executes HR processes, manages administrative workflows, and coordinates departmental projects. The role also supervises the front desk receptionist and identifies strategies to deliver exemplary customer service to HR customers.

Responsible for creating and maintaining HR tools and resources (HR SharePoint, Teams Groups, and HR website content).

Responsibilities
  • Providing comprehensive administrative support for HR operations, including onboarding logistics, recruitment scheduling, personnel file management, employee communications, reporting, and audit support.
  • Overseeing daily HR office operations, including supply and equipment management, scheduling, calendars, travel coordination, invoicing, purchasing requests, and maintaining organized digital and physical filing systems.
  • Supervising and providing day‑to‑day guidance to the HR front desk receptionist to ensure coverage, task accuracy, and high standards of customer service.
  • Serving as the primary point of contact for general HR inquiries and coordinating meetings, interviews, and departmental events.
  • Coordinating HR projects and initiatives by tracking tasks, deadlines, and deliverables; preparing meeting notes and follow‑up communications; and supporting process improvement and standard operating procedures.
  • Maintaining and updating HR technology resources, including SharePoint sites, intranet pages, HR website content, and supporting HR system updates, testing, and documentation.

Qualifications

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years' experience in administrative or professional work. One (1) or more years of experience supervising administrative support staff within a Human Resources or centralized administrative office, including responsibility for training, workload distribution, and performance feedback. Selective Qualification recruitments are utilized when the position requires specific or additional bona fide occupational qualifications (knowledge, skill, or ability). No substitution is allowed for a selective qualification.

  • Candidates may substitute education at an accredited college or university at the rate of 30 credit hours for each year of the required experience.
  • Candidates may substitute the possession of a bachelor's degree from a college or university for the required experience.
  • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year‑for‑year basis for the required experience.
  • Licenses & Certifications

    Employees in this classification may be assigned duties that require operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the state of Maryland.
