** Job Summary
** The Senior Business Analyst serves as a key liaison between the Department of Housing and Community Development (DHCD), BCIT, and technical delivery teams. This role supports the Agency IT Portfolio Manager by leading the discovery, analysis, and documentation of business and technical requirements for DHCD initiatives focused on service optimization and modernization.

The Senior Business Analyst is responsible for translating DHCD business needs into clear, actionable requirements that enable successful implementation of technology enhancements and modern SaaS-based solutions. This includes analyzing current-state processes, identifying gaps and inefficiencies, defining future-state workflows, and supporting testing, change management, and deployment activities.

Working across multiple initiatives, the Senior Business Analyst partners closely with agency stakeholders, developers, data teams, and vendors to ensure solutions align with program goals, are delivered on time, and improve service delivery outcomes for the City.
** MINIMUM QUALIFICATIONS

* EDUCATION:

** Have a Bachelor of Science degree from an accredited college or university.

** AND
* **
* EXPERIENCE:

** Have two years of related specialty IT experience **(for example, but not limited to: system engineering, network engineering, information security, application programming, systems design, hierarchical/relational database management, GIS experience, custom report writing, or developing and supporting cloud-based software integration)**.
* Excellent verbal and written communication skills.
* Previous IT work lead experience is preferred.
* Previous IT experience in government is

* *** NOTES EQUIVALENCIES:
** Have an equivalent combination of education and experience. Advanced technical credentials may be substituted for six months of experience or education. Multiple certifications may receive additional credit towards education/experience.

** Advanced technical credentials, e.g., Project Management Professional (PMP), Certified Information Security Manager (CISM), preferred.
