POSITION DUTIESThis position is classified as emergency essential in the state of Maryland because it provides critical system and program support for the Department of Human Services' Electronic Benefits Transfer (EBT) system, which serves all 24 local Departments of Social Services and Baltimore City. The role is in charge of assessing and addressing escalated EBT concerns received through the JIRA system, as well as making necessary data updates in the EPPIC system to guarantee that Maryland residents continue to have access to Food Stamp and Cash benefits.
Furthermore, the job assists the Data Integrity Unit with EBT-related issues and provides help desk support to the retail community. It also acts as the DHS liaison with the USDA Office of Inspector General (OIG) and the DHS OIG in cases of suspected fraud involving retailers or customers. The function also facilitates coordination between the USDA and the Family Investment Administration.
In Maryland, this is considered an emergency essential position. You may be needed to work long and irregular hours with little or no notice, on call, and in an emergency. Work includes weekends, holidays, and after-hours support as needed. Provides first-level system assistance to all EPPIC users throughout the state. Local department staff is guided and overseen in terms of operational processes.
Compiles data in response to EBT data requests from DHS administration or other agencies/organizations. Reviews and resolves EBT system issues (Incidents) assigned to the EBT Office via JIRA, which originate from the OTHS System Support Level I Help Desk. Notifies USDA/FNS and DHS OIG of potential retailer and customer fraud.

Experience:
Two years of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe computers or large client server platforms.
- Candidates may substitute the possession of an Bachelor's degree from an accredited college or university in Accounting, Finance, Business Administration, Public Administration, Human Resources Management, Information Technology or other related field with specific coursework in the structure and use of automated information systems and one year of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe or large client server platforms for the required experience.
- Candidates may substitute the possession of an Associate's degree from an accredited college or university in Accounting, Finance, Business Administration, Public Administration, Human Resources Management, Information Technology or other related field with specific coursework in the structure and use of automated information systems and one year and six months of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe or large client server platforms for the required experience.
- Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Cyber and Information Systems classifications or Cyber and Information specialty codes in the Information Technology field of work on a year-for-year basis for the required experience.
- Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications. One year experience working with Family Investment Administration.
- One year of project management experience in IT systems.
- One year of experience working with Microsoft Office Suite or Google Workspace.
- One year of experience overseeing program/system functions.
