Senior Business Analyst- ePace Program; IT Functional Analyst LEAD

This Senior Business Analyst role leads requirements definition and process design for ePACE, Maryland's statewide procurement and invoicing platform serving all 24 jurisdictions. The position reports to the ePACE Program Lead within the Department of Human Services Office of Technology, operating with significant autonomy to own the requirements lifecycle, set analysis standards, and serve as the key business representative to the Open Gov vendor team.

The role involves designing workflows, overseeing user acceptance testing, and converting system data into executive-ready analysis to support timely service delivery across the state.

• Three years of experience providing problem analysis and user support for agency or statewide systems on mainframe or large client server platforms
• One year of experience gathering, documenting, and managing business or system requirements for software implementation
• One year of experience supporting procurement, e-procurement, ERP, or financial management systems such as Open Gov
• One year of experience performing data analysis using spreadsheet software or issue-tracking systems like Jira
• One year of experience coordinating or conducting user acceptance testing (UAT)
