Position: Law Clerk, Office of the Solicitor General and Civil Litigation Division

The Attorney General is the chief legal officer of the State of Maryland. The Office of the Attorney General (OAG) has the general charge, supervision, and direction of the State’s legal business, acting as legal advisors and representatives of the major agencies, various boards, commissions, officials, and institutions of State Government. The OAG also protects the public by civil enforcement of antitrust, civil rights, consumer protection, and securities laws and regulations and by the prosecution of organized crime, Medicaid fraud, environmental crimes, insurance fraud, state tax evasion, and other statutorily assigned matters.

As Maryland’s 47th Attorney General, Anthony G. Brown leads the Office with a critical focus on equity, justice, and fairness.

The Office of the Solicitor General and Civil Litigation Division of the OAG are seeking motivated and detail-oriented Law Clerks to support the legal team in advancing the mission of public service and justice. This 10‑week program is an excellent opportunity for rising 2L law students to gain hands‑on experience in government legal practice, including trial and appellate litigation.

Description of the Office of the Solicitor General and Civil Litigation Division

Selected law clerks will split time with the Office of the Solicitor General and Civil Litigation Division.

The Civil Litigation Division represents Maryland state agencies and officials in state and federal courts in the most important civil litigation that the State confronts. In addition to handling trial and appellate cases in state and federal courts, the Division reviews and approves all civil complaints, approves settlements in civil cases, and serves as a general resource and advisor on litigation matters to the divisions and units of the Office of the Attorney General.

A member of the division serves as general counsel to the State Board of Elections.

The Office of the Solicitor General (Civil) handles complex civil litigation in federal and state courts, primarily at the appellate level. The Solicitor General has supervisory responsibility for reviewing the appellate work of other attorneys, advises the Attorney General and Deputy Attorneys General on significant appellate issues, approves amicus recommendations, and initiates changes and improvements in appellate procedures and legal strategies to ensure the most effective delivery of legal services to clients.

As

a law clerk, you will:
  • Conduct legal research and draft memoranda on a wide range of legal issues
  • Assist in the preparation of legal documents, including pleadings, motions, and briefs
  • Attend hearings (including appellate arguments) in state and federal court
  • Attend internal office moot courts to assist attorneys preparing for appellate arguments
  • Attend depositions and meetings as appropriate
  • Participate in an OAG‑wide Supreme Court Year in Review presentation
  • Support attorneys in litigation preparation, including discovery and trial preparation
  • Perform other duties as assigned in support of the legal team
Minimum Qualifications
  • Current enrollment as a first‑year student (or second‑year student in an evening program) in an accredited law school
  • A transcript showing Fall grades
  • Strong legal research and writing skills
  • Demonstrated interest in public service
  • Ability to manage multiple assignments and meet deadlines
  • Familiarity with Westlaw, Lexis Nexis, or other legal research tools
  • Professionalism, discretion, and a commitment to ethical legal practice
Preferred Qualifications
  • Experience working in a public law office, legal clinic, or government agency
  • Familiarity with Maryland law and court procedures
