Job SummaryThe Sr Manager Compliance Support and Training is a member of the global donor compliance support team with a focus on providing training and capacity strengthening support for award management including donor requirements and regulations to ensure CARE is successfully managing restricted donor awards. The Manager plays a significant role in developing capacity support, training and advisory services to country and program teams for effective and compliant management of donor funded restricted grants and contracts.
The position collaborates with Atlanta-based units, Regional and Country Office management units, Shared Services Center and other members of the Award Management Solutions (AMS) team.
- Provide guidance, advice and interpretation on restricted donor requirements including USG rules and regulations, and other institutional donors; support COs, RMU, SSC, and HQ technical units in engaging with donor representatives to resolve award compliance issues.
- Collaborate with International Program Operations to provide technical and compliance support to CARE program and country office staff for awards and grants management within a project cycle framework: design/preaward, award negotiations and set up, start-up management, implementation monitoring, and award closeout.
- Assess and strengthen systems, processes, and capacity of the organization for managing restricted awards (both grants and contracts).
- Provide training and capacity building to CARE and partner staff on restricted donor regulations and requirements; orient project management teams to donor-specific rules and regulations.
- Train facilitators using both online and in-person interactive training methodologies and adult learning principles.
- Advise and support partner funding agreement life cycle under restricted awards.
- Collaborate with AMS Donor Compliance Assurance, Regional AMS staff, and Finance Business Partnering teams to identify donor compliance risks and provide training, capacity strengthening, and regulatory advice on risk mitigation solutions.
- Assist SSC in designing compliance milestones and support capacity development of SSC staff to monitor award commitments and transactions for allowable costs.
- Support and implement training of CARE partners and partner management staff to undertake compliance partner funding agreement management aligned with project cycle management.
- Lead and maintain Awards Management Training Package including topic content, materials, and facilitation guides for priority award management topics.
- Bachelor’s degree in Project Management, Business Administration, Management, Finance, International Development or equivalent work experience.
- At least 10 years of experience demonstrating knowledge of international nonprofit grants and contracts management and compliance practices, including USG rules and regulations.
- At least 5 years of experience providing adult-centered training and capacity development, including facilitation of in-person workshops, online training, and training of facilitators.
- Experience guiding and training on US Government rules and regulations in an international development or humanitarian context.
- Experience delivering and facilitating contracts and grants training for local partner organizations across various contexts and capacity levels.
