Overview

The Maryland Department of General Services (DGS) supports State and local government agencies, as well as local non-profit organizations and the citizens of Maryland, by providing facilities management, real estate and surplus property services, and security and law enforcement for State buildings. DGS is responsible for a full spectrum of facilities engineering, design and construction services, contract administration, and overseeing the State procurement process.

This is a Management Service position which serves at the pleasure of the Appointing Authority (at-will).

Main Purpose of Job

The Maryland Department of General Services (DGS) is looking to hire a talented and experienced leader in grants management to serve as the Director of Capital Grants. The Director will lead and manage the activities of the State of Maryland’s Capital Grants and Loans (CGL) Program and the Maryland Consolidated Capital Bond Loan (MCCBL) Legislative initiatives for DGS. This position oversees a staff of Regional Grant Administrators, Compliance Officers and Administrative Support Personnel who administer the bond bills authorized annually by the Maryland General Assembly and the Governor in the State s Capital Budget for the University of Maryland Medical System (UMMS), the Maryland Hospital Association (MHA), the Maryland Independent Colleges and Universities Association (MICUA) and local jails.

Funds for Maryland’s Capital Grants Program are also authorized directly by the General Assembly and the Governor for a wide variety of organizations throughout the State, including non-profit organizations, local county and municipal governments, and State agencies for capital infrastructure projects. DGS’ Office of Capital Grants oversees a current portfolio of 1,400 capital grants valued at over $1.1 billion.

Position Duties
  • Proactively collaborate with the Maryland Department of Legislative Services (DLS), the Maryland Board of Public Works (BPW), elected officials, and other program stakeholders to ensure the accuracy of new bond bills.
  • Provide guidance, direction, and oversight to grant recipients and their technical, legal, and administrative staff to assist grantees in preparing required grant agreements, performing contract reviews, and taking reimbursement actions, including supporting documentation, to ensure their actions comply with Program requirements, policies, and procedures.
  • Oversee the efficiency and effectiveness of the process of analyzing and reviewing grant applications to ensure projects comply with the specific requirements of each Legislative Bond Initiative.
  • Oversee the preparation of agenda items for approval by the Board of Public Works (BPW) at scheduled meetings.
  • Manage the efficiency and effectiveness of the process that determines the necessity for a technical eligibility review for miscellaneous project costs claimed by a grantee.
  • Establish and directly maintain accessible systems to provide accurate and timely project status information upon request to the DGS executive staff, including legal, fiscal/accounting, and other State representatives from the Comptroller’s Office and the BPW.
  • Demonstrate proficient use of the Grants Management System and serve as the subject matter expert for system design, requirements specifications and implementation, staff training, and broader information technology infrastructure for the team, in partnership with DGS’ Office of Information Technology.
Minimum Qualifications
  • Education:

    Bachelor’s degree in Public Administration, Finance, Business Administration, Urban Planning, Civil Engineering, or a related field.
  • Experience:

    Minimum of 7–10 years of progressively responsible experience in managing public capital grant or loan programs, infrastructure funding, or capital project financing. This must include at least 3–5 years of supervisory or management experience.
  • Demonstrable Knowledge:
    • Capital budgeting, grants management, and public financing principles.
    • State and federal funding regulations and compliance requirements.
