Join the City of Baltimore as an Assistant Deputy Director of Administration in the Department of Human Resources. This is a non-civil service position.

Job SummaryThe City of Baltimore seeks a dynamic, highly skilled professional to serve as a senior leadership partner for the Department of Human Resources (DHR). Reporting to the Deputy Director, you will steer contemporary human resources programs, including talent acquisition, workforce planning, succession planning, employee relations, policy & compliance, compensation, training, performance management, shared services, employee benefits, and HR technology.
Essential Functions- Serve as the primary point of contact for enterprise‑wide engagement, representing DHR leadership at events and forums.
- Develop long‑term strategies and sponsor initiatives to promote a culture of service excellence and employee engagement.
- Lead projects applying business process improvement methods to define, measure, analyze, improve, and control City‑wide human resources processes.
- Collect timely data to support employee engagement initiatives through focus groups, surveys, town halls, and interviews, and evaluate and apply the data to decisions.
- Strategically collaborate with and build relationships across DHR offices, city agencies, and key external stakeholders.
- Utilize demographic data to engage city agencies and develop human resource strategies that increase internal diversity, equity, and inclusion.
- Manage systems, processes, timelines, and metrics for Performance Development, including the annual planning calendar and activities.
Bachelor’s or Master’s degree in Human Resources Management, Organizational Development, Business, or a related field. At least 10 years of progressively responsible management experience, including a minimum of 5 years in key management roles within a large, complex, diverse enterprise.

Background Check:
Eligible candidates for a position of trust must complete a Criminal Background Check and/or Fingerprint authorization.
Probation:
All selected candidates must complete a six‑month mandatory probation period.

Candidates must complete a Financial Disclosure pursuant to Sections 7‑7, 7‑8, and 7‑9 of the City Ethics Law.
