Director – Metro Operations (DOT Executive V) (8032)

Maryland Transit Administration (MTA) seeks a Director of Metro Operations who will provide overall leadership of Metro Operations, formulate and achieve public transportation goals, and ensure safe, efficient customer service across Maryland.

Responsibilities
  • Lead Metro Operations, formulating public transportation objectives.
  • Develop and implement short‑range and long‑range strategic and business plans.
  • Formulate and recommend operating policies and procedures, ensuring coordination and cooperation among assigned departments.
  • Coordinate divisions within the department and with outside agencies, participating in committees, task forces, and contract negotiations.
  • Ensure Metro system follows safety standards, maintain accountability for safety performance measures, and approve budgetary adjustments.
  • Manage assigned rail operating resources and capital assets, responding to operational issues to meet program and safety compliance objectives.
Qualifications
  • Bachelor’s degree from an accredited college or university.
  • Ten (10) years of administrative or professional work, with at least three (3) years involving supervision, general operations coordination, rule or policy development, or responsibility for policy or procedure development.
  • At least nine (9) years in mid‑management or higher‑level capacity managing in a public or private sector urban rail transit agency, or large transit operations or transit property.
  • Successful team‑builder and change agent with at least nine (9) years Rail transit experience, including program management, service contract compliance, scheduling software, and unionized setting experience.
  • Knowledge of transportation/tran trends, transit initiatives, and emerging transit projects nationally, nationally, and locally.
