MAIN PURPOSE OF JOBThe Manager, Local Management is a critical leadership role responsible for overseeing the administration of local authorities, compliance and effectiveness of all administrative awards, grants, and contractual obligations that are connected to the State Plan. This position has extensive knowledge of BHA’s budget and the Public Behavioral Health System. As senior staff, the position is responsive to the Deputy Secretary/Chief of Operations/Secretary of MDH and other BHA Directors’ needs for information about and from the LBHAs/CSAs/LAAs and budgetary issues throughout the year.
MINIMUMQUALIFICATIONS
Qualified candidates must possess a Bachelor's degree from an accredited college or university and six years of health or human services administrative or professional experience, including three years at a supervisory or managerial level. A Master's degree from an accredited college or university will substitute for one year of the general experience and a Doctorate will substitute for two years of the general experience.
Additional experience will substitute on a year‑for‑year basis for the college degree.
Desired candidates should possess the following:
- Extensive professional experience (approximately 4‑6 years) in health policy, large‑scale grant management and/or behavioral health system planning within a State.
- Significant experience (4+ years) supervising managers and professional staff.
- Understanding of and experience with grant awarding and monitoring.
- Experience in process and system improvements and implementation.
- Demonstrated ability to analyze and draft complex legislative reports and prepare executive‑level policy briefs under tight deadlines.
