Main Purpose of JobThe Director of Strategic Planning and Local Plan Integration is a critical leadership role responsible for ensuring seamless alignment between the Behavioral Health Administration's (BHA) overarching strategic goals and its execution across divisions in BHA and local plans. This position will drive the planning cycle, translate high‑level strategy into actionable local initiatives, establish performance metrics, and oversee the compliance and effectiveness of all administrative awards, grants, and contractual obligations tied to these plans.
This position has extensive knowledge of BHA’s budget and the Public Behavioral Health System. As senior staff, the position is responsive to the Deputy Secretary, Chief of Operations, Secretary of MDH and other BHA Directors’ needs for information about and from the LBHAs/CSAs/LAAs and budgetary issues throughout the year.
MINIMUM QUALIFICATIONSQualified candidates must possess a Bachelor's degree from an accredited college or university and six years of health or human services administrative or professional experience, including three years at a supervisory or managerial level. A Master’s degree from an accredited college or university will substitute for one year of the general experience and a Doctorate will substitute for two years of the general experience.
Additional experience will substitute on a year‑for‑year basis for the college degree.
Desired candidates should possess the following:
- Extensive professional experience (approximately 6–8 years) in health policy, large scale grant management, and/or behavioral health system planning within a state
- Significant experience, typically 5+ years, supervising managers and professional staff
- Deep understanding of the behavioral health continuum of care and payment systems
- Demonstrated ability/experience analyzing and drafting complex legislative reports and preparing executive‑level policy briefs under tight deadlines
This is a Management Service position and serves at the pleasure of the Appointing Authority. A resume is required and must be uploaded. Cover letters are optional but may be uploaded together with the resume as a single file.
