Overview

The Maryland Department of General Services is looking to hire a talented and experienced leader on our executive leadership team to fill the role of Chief Operating Officer (COO). The COO is responsible for driving operational excellence across all divisions and functions within the agency. The COO works with the Secretary, Deputy Secretary, and other senior leaders to align operations with strategic goals and to deliver essential support services and facilities management to State agencies, thereby enhancing the quality of life for Maryland’s citizens.

Reporting directly to the Secretary of DGS, the COO oversees directors of Policy, Emergency Management, Life Safety, and Performance Management.

Key Responsibilities

• Strategic Leadership:
Partner with the executive leadership team to develop and execute the agency’s long-term strategic plan. Translate objectives into actionable operational plans and ensure divisions align with the mission and goals.

• Operational Excellence:
Oversee day-to-day operations, establish robust systems and processes, promote continuous improvement, and develop strategies aligned with the agency’s mission and goals.

• Performance Management:
Lead performance management systems, set KPIs, monitor data, guide budget decisions with the Deputy Secretary and Chief Financial Officer, and implement corrective actions as needed.

Qualifications

• Bachelor’s degree in Business Administration, Public Administration, or a related field;
Master’s degree preferred.

• At least 10 years of senior or executive operational leadership experience, preferably in the public sector or a large, complex organization.

• Proven track record in managing large-scale operations, leading cross-functional teams, and driving organizational change.

• Strong understanding of government operations, financial management, risk management, and compliance.

• Excellent strategic thinking, problem-solving, and decision-making skills; strong written/verbal communication and interpersonal skills for interactions with executive leadership and stakeholders.

Compensation and Benefits

This is an Executive Service position and serves at the pleasure of the Appointing Authority ("at-will").
