The Chief Operating Officer (Program Manager Senior II) serves as a senior executive member of the Maryland Department of Health's Developmental Disabilities Administration leadership team, overseeing statewide program operations supporting individuals with intellectual and developmental disabilities. The role directs the Community Pathways waiver program and Title VII State-funded services, ensuring compliance with federal and state requirements while advancing person-centered care and organizational performance.
The COO leads cross-functional initiatives, manages strategic planning, and serves as public-facing representative during legislative sessions, reporting directly to the Deputy Secretary.
- Bachelor's degree or higher from accredited college/university
- Minimum 10 years high-level executive leadership in large-scale human services or healthcare
- Extensive expertise in Home and Community-Based Services (HCBS), Medicaid waiver administration, and developmental disabilities policy
- Proficiency in managing fiscal resources, grants, and strategic planning
- Experience managing complex federal and state regulatory compliance
- Demonstrated engagement with executive leadership, Governor's Office, Maryland General Assembly, and provider networks
