Ready to lead change in Baltimore’s behavioral health system? BHSB is hiring an Associate Director, Rehabilitation and Treatment to guide adult services, strengthen community partnerships, oversee key programs and contracts, and coach a talented three-person team.

The Associate Director, Rehabilitation and Treatment assists in the coordination and oversight of program planning, development, and implementation of clinical services for adults and families served within the grant funded and non-grant funded public behavioral health system. These include but are not limited to PRP, FACTT, Mobile Treatment/ACT, OMHC, Targeted Case Management for Adults, housing assistance, Withdrawal management, Outpatient and IOP SUD treatment, Medication Assisted Treatment, Residential SUD Treatment, and the Crisis Intervention Team (CIT) project.

The Associate Director, Rehabilitation and Treatment manages a team of two Rehabilitation and Treatment Coordinators and the CIT Coordinator.

This position reports to the Director, Adult Services and is a full-time position working in a hybrid work environment in Baltimore, MD. BHSB will consider qualified applicants with arrest and conviction records for employment.

This position works within the Programs department. Programs works to develop and manage a range of early intervention, treatment and recovery services for individuals and families with mental illness and/or substance use disorders. The department oversees services within the larger Medicaid fee-for-service system, as well as those directly funded by BHSB through private and public grants, including child and family services, peer support services, medication-assisted treatment, criminal justice diversion, and crisis services for youth and adults.

The team collaborates with providers, city and state agencies, and other system partners to implement best practice programming and new or innovative pilots.

• Provide assistance to and maintain effective working relationships with service/treatment providers, community stakeholders, and Baltimore City residents.
• Engage in strategic planning in collaboration with internal and external stakeholders to develop and implement strategies for enhancing access to and the quality of care provided in the Public Behavioral Health System.
• Collaborate with other Baltimore City systems of care to plan for addressing the behavioral health needs of residents served in those systems.
• Assist with responding to stakeholders’ complaints and issues identified by communities to assist with developing positive working relationships between providers and their surrounding communities.
• Review and evaluate information on service delivery system methods, outputs, and activities to identify gaps in resources and recommend changes when warranted. Collaborate with BHSB Leadership and funders to facilitate changes to funding agreements to reflect agreed-upon recommendations.
• Participate in development of new and renewal funding proposals related to Adult services.
• Organize and/or participate on internal work teams and external task forces and committees as indicated.

Provide personnel management, supervision and support to staff within the Adult Services team of the Rehabilitation and Treatment Department
