Position Summary
The Assistant Director of Public Safety supports the leadership and daily operations of the Howard Community College Public Safety Department.
This position assists in planning, organizing, and managing campus security functions to ensure a safe and secure environment for students, employees, and visitors.
The Assistant Director serves as second‑in‑command to the Director of Public Safety, providing supervision to staff, coordinating training and compliance, overseeing incident response, and supporting key security initiatives, programs, and partnerships.
This role ensures adherence to federal, state, and local regulations; supports Clery Act and Title IX compliance efforts; strengthens relationships with local law enforcement; and upholds the college’s commitment to safety, service excellence, and community engagement.
Fulfill duties and responsibilities in accordance with Special Police Officer Commission.
Essential Role Responsibilities Campus Safety & Security Operations- Assist the Director in overseeing all campus security operations and daily supervision of public safety personnel.
- Support development, implementation, and enforcement of security policies, procedures, and patrol protocols.
- Maintain an effective patrol program and contribute to scheduling coverage for 24/7 operations.
- Coordinate responses to calls for service, escorts, investigations, and emergency situations.
- Assist in managing parking operations, citation reviews, and building security inspections.
- Help monitor camera systems and support the implementation of surveillance protocols.
- Assist in planning and maintaining required staff certifications (First Aid, CPR, AED, etc.).
- Help oversee training programs for public safety staff and contract security personnel.
- Support compliance with Clery Act, Title IX, and federal/state reporting requirements.
- Contribute to maintenance of crime statistics, incident logs, and federal reporting documentation.
- Conduct or assist with internal audits to monitor security adherence and identify operational improvements.
- Participate in the HCC Awareness Series, offering educational programming for students and employees.
- Assist in planning and delivering safety awareness, crime prevention, and emergency preparedness activities.
- Serve as a liaison with local law enforcement and support coordination of campus drills and training exercises.
- Represent the department at campus and community safety meetings and events.
- Support investigations of criminal activity and violations of college policy in collaboration with internal departments and external agencies.
- Assist in preparing, reviewing, and processing incident reports in accordance with HCC procedures.
- Conduct follow‑up contact with involved individuals to ensure appropriate documentation and resolution.
- Provide direct supervision to assigned staff, including special police officers, contract security personnel, and administrative support.
- Maintain accurate department records, logs, and documentation.
- Assist with budgeting, contract oversight, and resource planning.
- Participate as a core or supporting member on key committees, including Emergency Operations, ASSIST, CARE, and the Safety Committee.
- Support emergency response coordination with Plant Operations and college leadership during weather or crisis events.
- Perform additional duties as assigned by the Director of Public Safety or Administration & Finance.
Associate’s degree
Experience RequiredMinimum seven years of experience
Preferred Experience- AA degree or higher required
- Coursework in criminal justice preferred
- Minimum seven years of experience in law enforcement; ten or more preferred
- Minimum five years of experience in a management position preferably in security or law enforcement
- Security experience gained at a college or university campus is preferred
- Proven record of leadership
- Knowledge of surveillance procedures utilizing electronic equipment preferred
