Hol Brock Estates Supportive Housing Programs provide long-term, service-enriched housing for individuals with mental health diagnoses, disabilities, and other complex life challenges. Our mission is to support housing stability, personal empowerment, and safety in a structured, trauma-informed environment.
As part of this commitment, Hol Brock Estates maintains a dedicated Special Police Department responsible for ensuring the safety and security of our residents, staff, and facilities across multiple licensed sites.

ACCOUNTABLE TO: Special Police Officer Chief (or CEO in their absence)
ACCOUNTABLE FOR: Maintaining a secure and orderly environment for clients, staff, and visitors by patrolling designated properties, preventing and responding to incidents, and enforcing facility policies in accordance with Maryland law and organization standards
ANTICIPATED TRAVEL: Yes – multiple properties throughout Maryland
CLASSIFICATION: W-2 (Non-exempt, hourly)
COMPENSATION: $22.00/hour

Night Shift Patrol Coverage

56 hours/week (combined for all 4 SPOs) - Shift Window: 11:00 PM – 8:00 AM (1 unpaid hour per shift)

Hours:
40 hours/week (combined for all 4 SPOs) - Shift Window: 10:00 AM – 10:00 PM (Flexible 8-hour shifts)
- Schedule Type:
Flexible, as assigned by the SPO Chief - Coverage Expectations:
Patrol each residential location at least once per day - Provide SPO intervention and event support at:
- 3310 Eastern Avenue
- 1119 E Monument Street
- 301 S Conkling Street
- Duties: Respond to daytime disturbances or support needs
- Complete full documentation for each shift
- Reporting Method: Entered in Redline Software
- Or emailed to hr by end of shift
Position Responsibilities:
Schedule & Responsibilities
- Patrol facilities, grounds, and common areas regularly
- Deter and monitor for unauthorized activity or safety hazards
- Maintain visibility and professionalism at all times
- Complete detailed daily activity and patrol logs
- Respond to on-site crises or emergencies with calm and control
- Apply de-escalation and trauma-informed approaches as appropriate
- Request support from EMS, clinical teams, or law enforcement when needed
- Complete incident reports accurately and in a timely manner
- Monitor entrances and exits; enforce visitor protocols
- Support enforcement of rules on curfews, contraband, loitering, etc.
- Assist staff during behavioral episodes or high-risk procedures
- Escort residents, visitors, or staff during sensitive moments or transitions
- Maintain compliance with Maryland State Police regulations
- Ensure Special Police Commission and CPR/First Aid certifications remain current
- Report regularly to site supervisors and the Special Police Officer Chief
- Participate in staff briefings, meetings, and required trainings
