This is a Non-Civil Service Position

Salary Range: $43,901.00 – $69,639.00 Annually.
Starting Pay: $62,000.00 Annually.

Job Summary

This position supports MOED’s Recovery Friendly Workplace (RFW) initiative as part of the Recovery-Friendly Programs team. The primary focus is to help businesses and organizations obtain a Recovery Friendly Workplace designation and to provide intake assessments, resource navigation, job development, mentorship, and support services to participants in workforce development.

Essential Functions
  • Support companies in finding evidence‑based practices to meet their needs.
  • Develop and sustain the RFW initiative in each partner workplace.
  • Guide employees of partners seeking recovery and SUD resources.
  • Provide partners with information and resources to promote health, well‑being, and recovery, including naloxone training and distribution.
  • Consult with employers on trainings related to substance misuse, behavioral health, and addiction tailored to the company’s needs.
  • Assist businesses with public awareness and education events.
  • Develop a strategic outreach plan, and coordinate information sessions and outreach events.
  • Conduct intake and initial assessments of service needs; provide referrals to programs and services.
  • Assist customers with required documentation and resources to obtain missing documents.
  • Develop and maintain relationships with employers to identify job opportunities matching skills of participants.
  • Assist job seekers in preparing for interviews and improving resumes.
  • Provide job market and employment trend information to job seekers and employers.
  • Attend job fairs and other recruitment events.
  • Network with community organizations and conduct regular follow‑up with employers and candidates.
  • Accurately input data, notes and services in trackers and databases.
  • Ensure quality service delivery with follow‑up communication and surveys.
  • Coordinate special activities and events specific to the Recovery Friendly Workplace initiative.
Minimum Qualifications

Experience: Certified Peer Recovery Specialist (CPRS) or ability to gain certification within 12 months. Must be in recovery for two years from a substance use disorder, mental health, or co‑occurring disorder. Intermediate MS Office skills. Valid driver’s license with access to a vehicle.

Equivalency: Equivalent combination of education and experience.

Licenses, Registrations, and Certificates: Valid Maryland Class C Noncommercial driver’s license or equivalent. Provisional driver’s licenses are not acceptable.

Knowledge,

Skills and Abilities
  • Knowledge of behavioral health recovery, treatment, and social programs in Baltimore City.
  • Ability to analyze, organize work, determine priorities, and complete duties with minimal supervision.
  • Ability to effectively use computerized systems and equipment.
  • Ability to develop and maintain effective, collaborative relationships with coworkers, agencies, and the general public, with sensitivity to individuals in recovery.
  • Interviewing and assessment skills to identify specific needs.
  • Ability to handle sensitive personal/demographic information and maintain confidentiality.
  • Interpersonal skills for interacting with diverse backgrounds.
  • Strong spoken and written English communication skills, including listening during assessments and conveying client needs.
