About the Post

Safer Communities are looking for motivated, proactive Housing and Environment Officers to join the multi-disciplinary Housing & Community Safety team. This role involves frontline housing regulation, protecting vulnerable residents, improving housing standards and tackling poor landlord practice within the private rented sector.

You will deliver a responsive, intelligence-led housing regulation and compliance service, working directly with tenants and landlords to address a wide range of issues, including:

  • Housing disrepair and poor property conditions
  • Overcrowding and unsafe living environments
  • Landlord malpractice and regulatory breaches
  • Environmental concerns including waste in gardens

A key aspect of the role is undertaking first response housing visits and inspections. You will:

  • Identify hazards and assess risk within residential properties
  • Take appropriate and proportionate enforcement action to secure compliance
  • Ensure that risks to residents’ health, safety and wellbeing are addressed promptly
  • Take robust enforcement action against non-compliant Landlords and Agents

You will play a critical role in recognising and responding to safeguarding concerns within private sector housing, understanding that housing regulation is about protecting people.

The role will support the Council in discharging statutory duties and powers, including those introduced under the Renters’ Rights Act 2025, helping to:

  • Strengthen tenant protections
  • Improve housing conditions across the borough
  • Use expanded regulatory and enforcement powers to hold landlords to account

You will need to demonstrate knowledge of:

  • Relevant private sector housing legislation
  • Enforcement tools, powers and legal processes
  • Appropriate sanctions and decision-making frameworks
Requirements and Qualifications
  • Experienced investigator with strong problem-solving skills
  • Ability to confidently manage cases and achieve practical, outcome-focused solutions
  • Experience working with vulnerable households and safeguarding responsibilities
  • Ability to identify hazards and take decisive, proportionate enforcement action
  • Produces clear, accurate and professional written records and reports
  • Works well as part of a team and adapts to new challenges
