Senior Director of Quality Assurance and Compliance

Washington County Mental Health Services is seeking an experienced Senior Director of Quality Assurance and Compliance to join our senior leadership team. This strategic role oversees all quality, compliance, and data performance initiatives across our organization, ensuring we meet the highest standards in patient care and regulatory requirements. This role is instrumental in safeguarding patient information, driving continuous improvement through data‑driven insights, and supporting our mission to deliver efficient, high‑quality service.

Working closely with our COO and cross‑functional leaders, you'll shape the systems and culture that ensure service integrity, accountability, and excellence. Key Responsibilities
  • Support the organization's readiness, certification, and ongoing adherence to CCBHC standards, including policies, required services, access standards, and documentation requirements, while monitoring performance against quality metrics and driving actionable improvements with senior leadership.
  • Direct comprehensive quality planning, data reporting, and compliance initiatives while developing and maintaining programs that meet all regulatory, statutory, and contractual obligations at federal, state, and local levels.
  • Serve as the agency's Privacy and Security Officer, developing policies for handling electronic health information, ensuring staff training in privacy protocols, and leading compliance education programs across the organization.
  • Oversee internal auditing processes, utilization review procedures, and data tracking systems that inform quality and reporting requirements while coordinating with senior leadership on performance goals for each division.
  • Identify and mitigate compliance and quality risks through proactive measures, manage Grievances and Appeals processes, and conduct routine assessments of workflows to evaluate effectiveness and recommend enhancements.
  • Act as primary liaison with regulators, program auditors, and accreditation bodies while preparing performance and risk management reports for executive leadership and the Board of Directors.
Qualifications and Essential Skills
  • Advanced degree in Human Services, Health or Business Administration, or Public Health, with clinical licensure preferred; additional certifications such as CCEP, CHC, or CRCP are advantageous.
  • Five to ten years of compliance, quality assurance, auditing, or regulatory experience in community mental health or social services settings, with demonstrated expertise in health service agency regulatory and performance requirements.
  • Expert‑level project management abilities to lead multi‑systemic change processes, manage administrative systems and workflows, and consistently meet critical deadlines while handling multiple complex initiatives simultaneously.
  • Sophisticated data analysis skills to identify trends, forecast risks, and develop evidence‑based strategies that influence organizational direction and support data‑driven decision‑making at tactical and strategic levels.
  • Exceptional verbal and written communication capabilities to synthesize complex, sensitive, or technical information with clarity and precision for diverse executive, clinical, and community audiences.
  • Comprehensive knowledge of confidentiality principles, HIPAA regulations, and Vermont health services requirements, with proven ability to establish policy benchmarks and navigate high‑stakes organizational challenges using diplomacy and advanced problem‑solving frameworks.
Compensation and Benefits

Thisfull‑time position pays between $110,000 and $130,000 annualized. Additionally, WCMHS provides comprehensive benefits including paid time off; employer‑sponsored health, dental, life, and disability insurances; a 403(b) retirement plan with generous employer match; and educational benefits such as tuition reimbursement and student loan repayment.
