The Building Department is part of the Infrastructure and Growth Management Division. It administers and enforces the Ontario Building Code to ensure the safety of the City's residents. The department processes permits for construction of dwelling units, as well as industrial, commercial, and institutional buildings, conducts site inspections, and responds to complaints and inquiries related to building construction and grading.
Responsibilities- Examines permit applications, plans, and specifications for construction, renovation, change of use, and demolition of all classifications of buildings to ensure compliance with the Ontario Building Code, applicable municipal by‑laws, and development agreements.
- Processes and issues permits on behalf of the Chief Building Official when an application is deemed to comply with prescribed requirements.
- Provides functional and technical guidance, direction, or interpretation to stakeholders regarding the Ontario Building Code and municipal by‑laws.
- Consults with various stakeholders to ensure activities of buildings within the City of Barrie are properly examined prior to construction.
- Education: Three‑year College Diploma in Civil Engineering Technology, Architectural Technology, or related discipline;
Registered Building Official with the Ministry of Municipal Affairs and Housing;
Valid Building Code Identification Number (BCIN);
Qualifications in House, Small Buildings, HVAC – House, Plumbing – House, On‑Site Sewage Systems, Building Structural. - Experience: Three (3) years of experience performing duties related to permits, plans, or building examinations.
- Education: Three‑year College Diploma in Civil Engineering Technology, Architectural Technology, or related discipline;
Registered Building Official with MMAH;
Valid BCIN;
Qualifications in Building Services;
Building Structural;
Complex Buildings;
General/Legal Process;
Large Buildings;
On‑Site Sewage Systems;
Plumbing – All Buildings;
Small Buildings. - Experience: Five (5) years of experience performing duties related to permits, plans, or building examinations.
- Working knowledge of construction regulations and the Occupational Health and Safety Act.
- Thorough knowledge of the Building Code Act and Ontario Building Code.
- General knowledge of municipal government services and programs.
- Working knowledge of building design and construction principles; lot grading and drainage control principles; building construction methods including structural, mechanical, fire safety, and grading practices; current industry issues and best practices.
- Demonstrated ability to exercise discretion, maintain high standard of public relations, interact courteously with all staff and contacts, develop relationships with stakeholders, communicate effectively, select appropriate analytical methods, work under pressure, lift and carry objects, and interpret building plans.
- Intermediate skills:
Analytical, Customer Service, Decision Making, Interpersonal, Mediation, Multitasking, Organizational, Prioritization, Problem Solving, Project Management, Public Relations, Record‑keeping, Research, Time Management, Verbal Communication, Written Communication. - Basic computer literacy in Microsoft Office Suite and the internet. Intermediate computer literacy in permit and inspection tracking software (AMANDA and/or Accela) and document review software (Bluebeam).
- Availability to accommodate deadlines or peak period workloads that may extend beyond normal work hours.
- Eligibility for and willingness to obtain and maintain the Certified Building Code Official (CBCO) Designation from the Ontario Building Officials Association (OBOA).
- Satisfactory Criminal Record Check (per Police Record Check Policy).
