POSITION SUMMARY
The Maintenance & Facilities Project Manager will provide support and technical leadership to all sites within the County’s portfolio including numerous non-profit housing providers, under the guidance of the Senior Maintenance & Facilities Engineer and assist in overseeing the development of capital plans, projects, and maintenance programs processes/practices. This will include advice on applicable legislation and standards, issues related to the buildings, building systems, landscaping, safety & security, equipment and capital improvements.
The Project Manager will also assist with the supervision and daily activities of junior staff and co-op students.
DUTIES AND RESPONSIBILITIES (not listed in order of priority)
1. Design daily, monthly and annual maintenance systems for County facilities and housing providers.
2. Under supervision of the Senior Maintenance & Facilities Engineer, prepare tender documents, project drawings, estimates and contractor selection for use by the County and non-profit corporations.
3. Assist the Senior Maintenance & Facilities Engineer to provide advice and guidance on capital works projects including site inspections, direct contractors in completion of work; inspect work in progress for adherence to specification by contractors and final inspection reports for deficiencies in all work.
4. Assist the Maintenance & Facilities Engineers and the Maintenance & Facilities Supervisors as required.
5. Evaluate building materials, methods of construction and completed work.
6. Under guidance of the Senior Maintenance & Facilities Engineer, develop standard maintenance related policies and procedures.
7. Provide advice, guidance and monitoring of housing providers/housing Corporation to ensure compliance with all relevant legislation and procedures related to the safety and security of tenants and staff and servicing of systems to meet Fire and Building Codes.
8. Work effectively with boards of directors, provider staff, suppliers and consultants.
9. Under supervision of the Senior Maintenance & Facilities Engineer, make recommendations to providers on maintenance priorities, allocating resources (budget, human, physical) and providing technical advice and guidance to provider staff and contractors in order to implement preventative maintenance programs and to expedite repairs when required.
10. Ensure drawings, scope of work, tender documents and estimates are prepared accurately whether completed internally or externally though consultants.
11. Provide recommendations to County staff and providers on the purchase equipment, materials and supplies according to needs, budget limitations and purchasing policy.
12. Assist in the development and implementation of County and Providers operating and capital plans and budgets.
13. Meet with providers to perform building condition assessments and to develop capital plans and ensure all plans are updated in County’s asset management system.
14. Attendance at board meetings is required which may occur in the evening.
15. Develop and maintain effective relationships with other departments, managers, and fire departments, alarm companies, building inspectors, engineers, architects, consultants and all trades.
16. Responsible for assisting with the preparation of reports to County Council on matters relating to asset planning, capital expenditures, and other policy related topics.
17. Participate in committees as required.
18. Comply with provincial and County’s occupational health and safety legislation, regulations, policies and procedures.
19. Maintain confidentiality in accordance with the Municipal Freedom of Information and Protection of Privacy Act.
20. Perform other duties as assigned, including redeployment in emergency situations.
