Capital Project Specialist (24-Month Contract)

The City of Orillia is hiring a Capital Project Specialist (24-Month Contract)

Primary Focus - Site and Contract Administration for the Orillia Transit Terminal Construction

The City of Orillia is less than 90 minutes from the Greater Toronto Area. Even though growth and progress have been strong in recent years, the Sunshine City has worked hard to retain the small-town charm that has captivated generations. The quality of life is unbeatable in this city surrounded by two lakes, where outdoor pursuits are available in all seasons and are enjoyed by both visitors and residents.

The City of Orillia is currently seeking a highly motivated individual to fill the position of Capital Project Specialist (24-Month Contract). The City does not use artificial intelligence in the hiring process. All job applications are reviewed personally by the appropriate Department/Division. This recruitment is for a new contract position, with an anticipated start date of January 2027.

Reporting to the General Manager of Environment and Infrastructure Services, the Capital Project Specialist will focus on Contract and Site administration for the construction of the Orillia Transit Terminal. This will assume approximately 40% of the Specialist’s time, with the remaining 60% responsible for the implementation of various facility, parks and City property capital projects to optimize City assets, extend useful life and support City services and functions.

The Orillia Transit Terminal is an important development project for the City. It requires a Project Specialist to collaborate with Consultants, Contractors, Agencies, City departments and other officials, employing project management methodology, financial management, as well as leveraging their design and civil engineering expertise to ensure a finished and quality construction product. The Specialist will represent the City of Orillia’s requirements throughout the construction phase.

The Terminal is expected to be operational by December 2028.

Candidates must possess a minimum three-year diploma or degree in Engineering or related discipline, as well as a minimum of three years of experience implementing projects, preferably in a municipal environment. Proven experience with contract administration of new construction is required. This position requires excellent computer skills including MS Office applications, including Word, Excel, e-mail, and the internet.

The City of Orillia offers a competitive salary, a health benefits package, and registration with the OMERS Pension Plan. The salary for this position is $93,605 to $109,505 based on a 40-hour work week.
