The Opportunity

The Legislative and Court Services Department is comprised of three branches;
Legislative Services (which includes Council Secretariat, Corporate Mail and Print Services, Vital Statistics and Access and Privacy Services), Court Services (which is responsible for the administration of justice within two court service areas in compliance with the Provincial Offences Act, the Memorandum of Understanding and Inter-municipal Service Agreements) and Enforcement Services, which is responsible for administering and enforcing several municipal by-laws including but not limited to regulations related to the parking of vehicles, pet controls, property maintenance, business licensing, and sign placement.

Under the general guidance and direction of the Director of Legislative and Court Services, the Manager of Enforcement Services is responsible for the leadership, administration, and operation of Enforcement Services, including by-law enforcement, licensing, animal control, property standards, encampment response, and related regulatory programs. This position provides oversight of service delivery, staff, budgets, policies, procedures, and enforcement activities, and is accountable for the preparation of reports and recommendations for Council and Committees.

Additionally, the position ensures enforcement services are delivered in accordance with applicable legislation, municipal by-laws, and Council direction. Overall, this position plays an integral role in providing leadership and oversight of municipal enforcement services, ensuring the effective administration of regulatory programs in support of a safe, orderly, and sustainable community.

Education (degree/diploma/certifications)
  • Three (3) year University Degree in Law Enforcement Related and/or Business Administration and Accounting related
  • Six (6) years of experience performing duties related to the above mentioned major responsibilities, including demonstrated leadership/supervisory experience
  • At least 5 of those years experience working in the by-law administration and enforcement field
  • Demonstrated Experience in Provincial Offence Court proceedings, Part I, Part II and Part III Offences
  • Demonstrated Experience in establishing priorities, decision making skills, and problem solving skills
  • Demonstrated Experience developing and issuing Orders and Notices
Knowledge/Skill/Ability
  • Thorough knowledge of the following legislation, regulations, or requirements:
    Municipal Act, Freedom of information, Evidence Act, Provincial Offences Act, Part 15 Ontario Building Code, Animals for Research & Pounds Act, Occupational Heath and Safety Act, Dog Owners Liability Act and other connected Provincial and Federal Legislation
  • Thorough knowledge of the following principles and standards:
    Enforcement practices and or Building Standards, Municipal Government, Mediation, Negotiations, adapting and addressing vulnerable populations
  • Demonstrated Ability to:
  • Adapt to changing environments, directions and legislation while ensuring goals are met.
  • Ensure a high level of time management skills while monitoring and addressing others needs
