The Office of the Fire Marshal (OFM) is looking to hire! If you find challenge and reward in conducting comprehensive reviews of reports – including fire investigation reports, providing feedback, evaluating data to identify potential public fire safety risks and threats, and to develop recommendations and solutions that will have a direct impact on the fire safety of Ontarians, then consider applying to this position.

OFM Quality Assurance and Risk Management (QARM) Unit provides internal OFM oversight, quality assurance and risk management services, including the review of a wide variety of reports prepared by the OFM, analysis of data, and works collaboratively with other OFM sections to support excellence in program delivery.

About the Job
  • Support the overall quality assurance and risk management (QARM) framework and program for the Office of the Fire Marshal (OFM).
  • Bring specialized expertise and objectivity to the review and analysis of fire investigation reports.
  • Conduct quality assurance reviews of other OFM program areas to ensure processes and findings conform with standards/policies/guidelines.
  • Conduct research into fire investigation best practices by other agencies to ensure excellence in OFM.
  • Conduct research and analysis into trends and consequences of fire including fire deaths, serious injuries and community impact.
  • Provide support with legal and judicial matters.
Work Environment

This position is very demanding psychologically. As a Senior Specialist, QARM, you will be exposed to images, reports and data of traumatic events on a regular basis. Such events may include but not limited to fatal fires, non-fatal fires, serious injuries, explosions, and community and environmental impacts.

What you bring to the team

Mandatory requirements

  • Valid Class G driver’s licence or equivalent recognized by the province of Ontario.
  • NFPA 1033 certification/training or willingness to obtain certification or training.
  • NFPA 921 training or willingness to become trained.

    the OFM will provide required certification and training.

Quality Assurance Expertise

  • Knowledge of quality assurance principles, practices, methods, techniques, metrics, tools and software.
  • Knowledge of quality assurance, risk and control frameworks to conduct in-depth reviews of fire investigations and other reports.
  • Ability to assess, design, implement and evaluate quality assurance practices and resolve issues.

Analytical Skills

  • Analytical skills to review investigation reports, information/data, trends, consequences, and risks.
  • Ability to assess potential issues and provide advice, options, and recommendations.

Specialized Knowledge

  • Knowledge of current and emerging fire investigation theories, methods, techniques and standards.
  • Knowledge of criminal justice system, court requirements, protocols and procedures.
  • Knowledge of relevant legislation and regulations such as the Canada Evidence Act, Criminal Code, Provincial Offences Act, Ontario Evidence Act, Coroners Act, Fire Protection and Prevention Act, Fire Code, NFPA 1033 standards, etc.
  • Experience conducting quality assurance of fire investigation reports or similar type reports.

Communication and Interpersonal Skills

  • Interpersonal and communication skills to conduct presentations, provide expertise and consult with stakeholders.
  • Ability to build and maintain partnerships with team members, management, stakeholders and inter‑jurisdictional counterparts.
  • Demonstrate tact and political acuity when dealing with politically sensitive situations.
  • Written communication skills to prepare submissions, planning documents, reports, briefing materials and correspondence.
  • Explain technical concepts and methodologies to audiences that may not share the same level of understanding.

Planning, Organizational and Computer Skills

  • Knowledge of ministry decision‑making structures and processes.
