HR Consultant | 9919 | Fixed Term Contract until 31 March 2028| 37 hours per week | £43,822 to £ 48,227 per annum (Scale K) | County Hall, Norwich
We are looking for an HR Consultant with strong organisation design and subject matter expertise to join the People Projects team here at Norfolk County Council, supporting significant change projects across all the Council’s services. We’re a busy team doing transformative work, using our expertise and experience to support managers to make effective change.

It is an exciting time to join NCC.Local Government Reorganisation is facilitating the biggest shake-up of local government in Norfolk in half a century and we are working on plans for devolution to create the Norfolk and Suffolk Combined County Authority, enabling decisions on jobs, skills, transport and housing to be taken in our region.

You will be an HR Consultant with strong organisational design and systems experience, able to take on the role of providing high-level technical expertise and advice to managers, often around complex and large-scale issues. The core focus of the role will be to take ownership of projects which involve people change. This will mean coaching and mentoring managers, project leadership, evaluating information and influencing decisions.
It’s a broad role where you’ll add value with what you do.
To be considered for the role, you’ll need significant demonstrable experience working in an HR role, ideally in a large and complex organisation.
You’ll be comfortable providing advice on challenging HR issues and will be used to working with senior managers. Ideally, you’ll have a CIPD qualification (or equivalent) at level 5 or above, but we are happy to consider people with comparable experience working at that level.
You’ll also need first class communication skills, the ability to challenge, influence, coach and mentor at a senior level, and a real enthusiasm for delivering positive outcomes.
