Grade 11 SPC 40 - 43 £ 51,356 - £54,495 Pro Rata £26.62 - £28.25 Per Hour

The role provides operational oversight of in house service delivery teams. The Neighbourhood Manager is responsible for leading the procurement, mobilisation, and ongoing management of service contracts, ensuring compliance with procurement legislation, Council policies, and contractual requirements. The post holder will monitor contract performance against key service standards, manage budgets, identify efficiencies, and drive continuous service improvement to deliver value for money and positive outcomes for residents and businesses.

Working closely with communities, contractors, and partner organisations, the Neighbourhood Manager leads on maintaining clean, safe, and attractive neighbourhoods. The role requires a proactive approach to addressing environmental challenges, responding to local priorities, and identifying innovative solutions that enhance service performance and customer satisfaction.

The Neighbourhood Manager is responsible for the effective management, development, and wellbeing of frontline teams, ensuring resources are deployed efficiently and service standards are achieved. Through effective planning, performance management, and operational leadership, the post holder will support a resilient and responsive service that contributes to the Council's ambitions for environmental quality, sustainability, and community wellbeing.

The Neighbourhood Manager also plays a key role in delivering statutory obligations, ensuring compliance with health and safety legislation, environmental regulations, and corporate policies. Through effective planning, resource management, stakeholder engagement, commercial management, and contract procurement, the role contributes significantly to the Council's objectives of creating cleaner, greener, and more sustainable communities across the Vale of Glamorgan.

About You

You will need
  • Evidence of successful performance management.
  • Demonstrable experience of partnership/collaborative working.
  • Experience of developing new business approaches/models
  • Relevant knowledge/understanding within the range of Neighbourhood Services functions.
  • Understanding of relevant legislative and regulatory framework.
  • Understanding/knowledge of project management.
  • Ability to successfully plan/manage strategic service delivery at a senior level.
