As a Commissioning Quality Officer, you will work as part of the Commissioning Team to support contract monitoring, provider performance oversight and quality assurance activities across commissioned social care services. The role will support the implementation of the Cardiff and Vale Regional Quality Assurance and Escalating Concerns processes, helping to identify, monitor and coordinate responses to concerns relating to the quality and safety of commissioned services.

• Undertaking quality monitoring, evaluation and review activities across commissioned services.
• Supporting contract monitoring and compliance processes to ensure services meet contractual and statutory requirements.
• Collecting, analysing and reporting provider performance information and quality data.
• Carrying out monitoring visits and gathering feedback from service users, families and stakeholders.
• Supporting the implementation of Escalating Concerns and Quality Assurance procedures.
• Assisting with the identification, assessment and monitoring of risks relating to provider performance and service quality.
• Coordinating meetings associated with quality assurance and escalating concerns processes, including preparing agendas, reports and supporting documentation.
• Maintaining accurate records, databases and audit trails relating to provider performance, safeguarding concerns and monitoring activity.
• Supporting the development, monitoring and review of Development Action Plans (DAPs) and Corrective Action Plans (CAPs).
• Working collaboratively with providers, operational teams, commissioning partners, safeguarding teams and regulatory bodies to support service improvement and positive outcomes.
• Representing the Commissioning Team at provider meetings, forums and stakeholder groups as required.

• Experience of working within social care, health, commissioning, quality assurance, contract monitoring or a related environment.
• Experience of gathering, analysing and interpreting information and performance data.
• Good organisational skills and the ability to manage competing priorities effectively.
• Strong written and verbal communication skills.
• The ability to produce accurate reports, meeting records and monitoring documentation.
• Experience of working collaboratively with a wide range of internal and external stakeholders.
• An understanding of the importance of safeguarding, quality assurance and risk management within social care services.
• Effective IT skills and the ability to maintain accurate records and databases.
• The ability to work independently and as part of a team.
• A commitment to delivering high-quality services and promoting continuous improvement.

This role involves working with sensitive information and requires a high level of confidentiality, professionalism and attention to detail at all times.
