09 March 2026 End Date: ongoing Pay Rates: PAYE: £30.91 per hour Umbrella/Ltd: £40.49 per hour About the Client Vale of Glamorgan Council’s Children & Young People’s Service delivers a wide range of statutory and early intervention services to support children, young people and families across the region.
The Youth Justice Early Support Service (YJESS) plays a key role in prevention, diversion, safeguarding and public protection, working in partnership with courts, police, education and community agencies to deliver high‑quality, evidence‑based interventions.
The RoleReporting to the YJESS Manager, the Practitioner Manager will support the day‑to‑day operational and strategic management of the Youth Justice Early Support Service. The role includes casework responsibility, staff supervision, risk management oversight and participation in the YJESS Management Team. The postholder will ensure that Youth Justice Services are available and delivered effectively to children and young people across the Vale of Glamorgan, in line with legislation, national standards and local policy.
This role requires 2–3 office‑based days per week in Barry, depending on service needs.
- Support the operational and strategic management of the YJESS team
- Hold casework responsibility and provide oversight of risk‑led decision making
- Supervise, support and develop staff within the Case Management Team
- Ensure Council policies and the Youth Justice Service Plan are implemented, reviewed and aligned with legislation and best practice
- Ensure services are available for children and young people on both a one‑to‑one and group basis, including diversion, prevention, out‑of‑court and post‑court interventions
- Oversee the provision of Court Officers and ensure high‑quality Pre‑Sentence Reports are produced in line with National Standards
- Maintain quality of Assessment, Planning, Intervention and Supervision (APIS) within the Asset Plus framework
- Analyse complex information and balance safeguarding, public protection and developmental needs
- Ensure compliance with National Standards for Youth Justice, Case Management Guidance and the YJESS Risk‑Led Policy
- Manage the YJESS duty system, ensuring access to Appropriate Adults, court representation, bail support and ISS packages
- Recent experience within Youth Justice services is essential, including direct management or supervision of assessment work
- Ability to analyse complex data and make balanced, risk‑informed decisions
- Experience supervising staff and overseeing case management quality
- Strong understanding of Youth Justice legislation, National Standards and Asset Plus
- Ability to travel throughout the Vale of Glamorgan as required
- Capacity to work outside normal hours when necessary
- Strong communication, organisational and leadership skills
- Social Work qualification is NOT required for this role
