The Work You Will Do

FMS/AMS Specialist IV / District One / Traffic Operations will develop and manage professional and contractual services contracts, develop and program FMS/AMS projects that facilitate operation of freeway/arterial management systems and incident management, evaluate and make recommendations relating to the application of new technology to support the Department’s FMS/AMS programs, provide review comments on plan submittals generated by the Department, and perform engineering review and analysis.

Responsibilities
  • Develop and manage professional and contractual services contracts and other agreements that support Traffic Operations functions, including documentation for contract funding, RFPs, and related documents; participate on technical review committees (TRC); evaluate contract work products; evaluate consultants; and process/approve invoices.
  • Develop and program Freeway Management System (FMS)/Arterial Management System (AMS) projects, including project RFPs, technical specifications, concept plans, and identification and programming of project‑related O/M resources.
  • Evaluate and make recommendations regarding new technology to support the Department’s FMS/AMS programs.
  • Support development of the Department’s Transportation Systems Management & Operations (TSM&O) program at the district, regional and statewide levels, including participation in task teams, input on business/strategic plans, project implementation, meetings, and interactions with CEI personnel, contractors, vendors and FHWA. Provide support during project acceptance testing, develop TSM&O trend analysis and reporting capabilities, and ensure robust scalable solutions using internal and external data sources.
  • Provide review comments on plan submittals generated by the Department and other entities, developing technical comments directed to the design project manager or design engineer of record based on traffic operations fundamentals, Department design standards, and engineering judgment, and accept/reject responses to those comments.
  • Perform engineering review and analysis, develop traffic engineering reports and associated documents for freeway and/or arterial management, including signal operating plan development, FMS/AMS network maintenance and operations performance reports, data interpretation, statistical analysis, and identification of trends or patterns in complex data sets.
