Job Description

MAJOR FUNCTION

Serves as the primary coordinator for all grant-related activities within the division. Provides technical assistance to internal and external stakeholders throughout the grant lifecycle—from opportunity identification through submission and post-award support. Reports to the Grants & Community Health Investment Manager.

ILLUSTRATIVE DUTIES

  • Conducts research to identify relevant grant opportunities.
  • Coordinates the proposal development process, including writing, budgeting, editing, and compiling necessary documentation.
  • Oversees timely submission of proposals in accordance with grantor requirements.
  • Assists with post-award processes such as contract development, reporting, and evaluation of deliverables.

Stakeholder Support

  • Offers technical assistance and guidance to County divisions and external partners.
  • Conducts grant-related training sessions and educational workshops.
  • Develops and manages an annual grant pipeline for internal and external stakeholders.

Planning & Coordination

  • Assists the Community Planner in identifying and pursuing funding sources for key projects.
  • Coordinates with state and federal agencies on behalf of the Board of County Commissioners.
  • Prepares related reports, forms, correspondence, and grant applications.
  • Participates in public meetings and community engagement efforts.

Other Duties

  • Gathers, analyzes, and presents grant-related data to support strategic decision‑making.
  • Performs other related duties as assigned.

KNOWLEDGE, ABILITIES AND SKILLS

Grant Management & Technical Skills

  • Strong knowledge of grant writing, budgeting, compliance, and reporting practices.
  • Proficiency in grants management software and general IT tools.
  • Ability to design, implement, and refine workflow processes related to grants.

Communication & Interpersonal Skills

  • Skilled in conveying complex technical and financial information clearly, both verbally and in writing.
  • Comfortable working with diverse groups and maintaining professionalism in sensitive or high‑stakes situations.
  • Effective in building relationships and networks to support program success.

Organizational & Personal Attributes

  • Demonstrates initiative, accountability, ethical behavior, and a commitment to confidentiality (including HIPAA compliance).
  • Highly organized and dependable; able to manage multiple deadlines and priorities with minimal supervision.

Physical Requirements

  • Frequent use of hands for computer and office equipment; occasional walking, bending, twisting, and lifting (up to 10 lbs.).
  • Must have the physical and mental ability to perform assigned job functions.

MINIMUM QUALIFICATIONS

Bachelor’s degree from an accredited college or university in Community Health Planning, Public Health, Public Administration, or a closely related field.

Three (3) years of demonstrated success in grant research, development, writing, and administration—preferably in government or non‑profit sectors.

A comparable amount of experience and training may substitute for the required experience, but not the degree.

Must possess a valid driver’s license and obtain a valid Florida driver’s license at the time of employment.

SPECIAL REQUIREMENTS

Must be willing to work beyond normal business hours when needed.

In emergencies (e.g., hurricanes, floods), must be available to participate in Polk County’s Emergency Management Plan, potentially requiring extended separation from home.

Employment is contingent upon passing a Level 2 (FDLE) background screening and maintaining clearance throughout employment.

All employees will be required to work before, during, or after an emergency. During an emergency, employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location and work schedule to fit the needs of the County and its citizens.
