Planning Infrastructure Monitoring Assistant

Basingstoke & Deane Borough Council is offering an initial temporary contract for a period of 6months, with a view to extension or permanent role for the right candidate. The role, Planning Infrastructure Monitoring Assistant, will be based at RG214AH
, working three days in office and two days remote.

• Manage the Section 106 scoping process, seeking stakeholder views on contributions, recording responses, and working with planning and legal officers to secure timely agreements.
• Assist in managing the Community Infrastructure Levy (CIL) scoping process in cooperation with the Planning Infrastructure Monitoring Officer.
• Assess CIL requirements on planning applications and determine whether development triggers liabilities for CIL.
• Act as the Council’s collection officer for issuing all CIL notices.
• Issue decisions on application of CIL exemptions in line with Council adopted policy, and determine surcharges and late payment interest on liable development.
• Provide data reports for the Annual Infrastructure Funding Statement.
• Respond to enquiries regarding the discharge of planning conditions and obligations raised by external stakeholders, including applicants, developers and solicitors.
• Maintain personal knowledge of current legislation related to developer contributions (Section
  106) and CIL.
