Planning Infrastructure Monitoring Assistant – 6 Month Contract
Location: Basingstoke
Rate: £22.20 per hour (Umbrella)
Contract: 6 Month Contract
Working Pattern: Hybrid Working – 3 Days Office-Based / 2 Days Remote
Hours: Full Time
Pay: Bi-weekly
We are seeking a dedicated Planning Infrastructure Monitoring Assistant to join our dynamic Planning and Infrastructure team in Basingstoke. This role is pivotal in the administration, monitoring, and collection of developer contributions through Section 106 Agreements (S106) and the Community Infrastructure Levy (CIL). The successful candidate will collaborate with Planning Officers, Legal Services, developers, parish councils, and other stakeholders to ensure that planning obligations are effectively secured, monitored, and managed.
Responsibilities- Manage the Section 106 scoping process, including stakeholder consultations.
- Coordinate responses related to planning obligations and infrastructure contributions.
- Assist with the administration and monitoring of CIL processes.
- Assess planning applications to determine CIL liability.
- Issue CIL notices and maintain accurate records of liabilities and payments.
- Process CIL exemptions, surcharges, and late payment requests per regulations.
- Monitor compliance with Section 106 Agreements and CIL obligations.
- Maintain and update monitoring databases and records.
- Prepare reports and provide data for the Annual Infrastructure Funding Statement.
- Respond to enquiries from developers, solicitors, councillors, parish councils, consultants, and the public.
- Assist with Freedom of Information requests related to S106 and CIL matters.
- Support planning enforcement and compliance processes by identifying potential breaches and providing evidence.
- Prepare supporting documentation for CIL appeals and legal processes.
- Experience in a Planning, Development Management, Infrastructure Planning, or Local Authority environment.
- Working knowledge of Section 106 Agreements and/or Community Infrastructure Levy (CIL).
- Experience in maintaining databases and accurate records.
- Strong organisational and administrative skills.
- Excellent verbal and written communication skills.
- Ability to interpret legislation, procedures, and planning documentation.
- Strong IT skills, including Microsoft Office applications.
- Ability to manage competing priorities and meet deadlines.
- Previous Local Authority planning experience.
- Experience administering or monitoring Section 106 Agreements.
- Experience working with Community Infrastructure Levy regulations.
- Knowledge of planning enforcement and compliance processes.
- Experience producing reports and infrastructure funding information.
- £22.20 per hour (Umbrella)
- 6-month contract
- Hybrid working arrangement
- 3 days office-based and 2 days remote working
- Working days agreed with the Line Manager
