Company Site Representative Services SPS
Under the responsibility of the Subsea Production System (SPS) PACKAGE LEAD, the service holder is responsible for managing the aspects related to manufacturing and testing of SPS equipment and tooling in Batam. This shall include all contractual, logistics, planning, quality, HSE and technical elements of the contracted work
Activities
HSE
- To complete necessary trainings as set by affiliate/project plan (to be provided and tracked by HSE Lead Engineer),
- To fully comply with site security, health and safety instructions and to stay vigilant and maintain continuous awareness of hazards and surroundings,
- To report any issue/anomalies (using system in place in the facility) and to make use of TOTAL STOP WORK policy as necessary,
- To ensure that relevant TOTAL 12 golden rules for the site are adhered to within CONTRACTOR’s facilities,
- To ensure procedures are followed and personnel is trained as required,
- To ensure tools/facilities are maintained in a good condition,
- To ensure tool-box talks are conducted efficiently,
- To ensure risk assessments are performed as and when necessary,
- To ensure management of change is followed,
- To ensure subordinates comply with /implement all above bullet points,
- As a COMPANY Representative, promote actively all HSE aspects on a regular basis to maintain team awareness at its highest level.
Work Tasks
- Responsible to control that the work performed by contractors and sub-contractors is in line with COMPANY and Project Specifications
- Scope is related to all Project package equipment including COMPANY items
- The activities contemplated will depend on the nature of the work to be controlled, but will include, document/certificates review, NDE and NDT tasks (and DT, in case of investigation) of various techniques, dimensional control, cleanliness control, pressure/electrical/fiber optic tests in general. For all these tasks, the incumbent will be requested:
- To ensure that timely notification has been issued, 3rd party and/or COMPANY personnel and/or COMPANY other contractors are mobilized (if there is such a requirement)
- To ensure that the personnel in charge of performing the task is certified and has been trained adequately
- To ensure that the equipment to be controlled in at an adequate state of completion (in line with ITP) to start the task
- To ensure that corresponding procedures have been approved, available on the control area, read and fully understood by the person(s) in charge to conduct the control operation
- To ensure that all equipment/tools to be used during the control program are in good working order and certified (for those where such requirement exists)
- To ensure that all consumables to be used during the control program are adequate, quality and quantity wise
- To ensure that all necessary JRA and TBT have been conducted before commencing the work
- To ensure that the work area is controlled (barriers in place for pressure testing for instance) and that personnel working in adjacent areas is fully aware of the nature of the task to be performed and its associated risks
- To witness and ensure that control program steps are strictly followed and recorded (pictures, paper charts, electronic files …)
- To sign off the control document in the course of execution of the program, as and where required
- To report and log any non-conformity
- To stop the work in case of non-conformity and re-assess the situation before resuming
- To discuss with contractor/sub-contractors in case of issues/unconformity during the course of the control program, to look for acceptable solutions in order not to penalize the delivery schedule but still fulfilling the quality standards set by the contract
- To ensure that unconformity are driven towards closure in a timely manner (i.e. without impacting the delivery schedule)
- To ensure that, following completion of the control program, the equipment is back to a state of readiness for starting the next step of the ITP
- To review/approve final documentation (MRBs)
- To report to hierarchy as stated on top of that form (daily or weekly, as per hierarchy instruction)
- To participate to COMPANY and contractor audits and follow up closure of identified issues
- To work closely with all other COMPANY team members and contractor counterparts to ensure correct information is transmitted and fully aligned
- To maintain a good and respectful working attitude and good team spirit
- Audit:
Plan, organize and monitor any internal or external audits for designated work location
KPI & Reporting
- Provide regular progress updates to management.
- Maintain KPI register for design parameters and technical decisions.
- Ensure confidentiality of documentation.
- Contract Management (Call For Tender, Change Order):
- Monitor contractor performance and ensure compliance with contractual obligations.
Objectives
- Develop a strong HSE culture within the team;
- Regular reporting to COMPANY SPS team;
- Make ready for shipment all SPS equipment as per PROJECT schedule;
- Ensure FINAL DOCUMENTATION is delivered
