• Manage the EPC Contractor for the Control System and Instrument Construction and support Commissioning activities during the execution stage of project to ensure safe completion within the approved scope, specifications and schedule in Batam.
Reporting and RelationshipsReports to Head of Construction (Batam)
Internal:
• Frequent contact with Project Site Engineering team, QA-QC team, System Completion, Commissioning and OES team.
External:
• Frequent contact with EPC Contractor Construction, Commissioning and System Completion teams.
• Accountable for all Control system and Instrumentation Construction and Commissioning activities to ensure the technical objectives are safely met within the approved scope, quality and schedule.
• Interface with various project teams and departments to resolve related issues which requires effective communication, initiative, flexibility and ability to induce collaboration.
Responsibilities- Act as the Company focal point for Control System and Instrument construction, support commissioning activities during the execution stage, and be responsible for implementing the system completion (pre-commissioning and commissioning) as per system completion database at site, including reporting, monitoring and control.
- Lead execution for Control System and Instrument construction and support to commissioning at site and keep construction and commissioning execution committed to targets defined by the project management.
- Assist the project head of fabrication in executing Project responsibilities for construction, system completion, support to Control System and Instrument commissioning and preservation scope of work at Batam Fabrication Yard.
- Champion initiatives with the Contractor to deliver project objectives i.e. safety, quality, cost and schedule. Review the contractor’s construction and commissioning execution plans and schedules, and provide recommendations as necessary.
- Provide guidance and timely review on the contractor’s construction and commissioning execution plans and processes, verifying fitness for purpose and compliance with contract requirements, including codes and standards.
- Ensure effective coordination and communication for site activities with other disciplines such as SHE, Quality, Site engineering, Hook up and Completion Team. Provide technical support to the contractor in quality, safety, planning, engineering and start up/ performance testing.
- Ensure Construction, Pre-commissioning and Commissioning documents prepared by EPC Contractor are submitted as per schedule and review, approve, and implement them in accordance with the EPC contract requirements.
- Review and propose mitigations for Construction and Commissioning aspects of the Risk Management Plan. Advise/propose mitigations to the Head of Construction and the Head of Commissioning and monitor the mitigations.
- Review all Construction and Commissioning changes, including justification for cost and schedule impacts, in accordance with the PMOC procedure.
- Attend meetings, provide daily and weekly report as required; and maintain a register of lessons learned.
• Diploma/HNC/Vocational Qualification in Sciences/Engineering/Industrial.
• 8 years of total experiences including at least 6 years demonstrated in commissioning in major capital projects.
• Experiences with Major Project Control System and Instrumentation construction (Offshore structure: FPSO, fixed platforms, etc.).
• Experiences for commissioning execution of all field instruments, package equipment (High Integrity Pressure protection System, Wellhead Control Panel, Hydraulic Power Unit, etc.), Integrated Control and Safety Systems (Distributed Control System, Fire & Gas System, Instrumented Protective System/ Emergengy Shutdown system) at Factory Acceptance Tests / Site Acceptance Tests, fabrication yard, onshore and offshore commissioning included interfaces.
• Experience with management of EPC contractors, sub-contractors and vendors involved in the oil and gas project and various execution locations.
• Hand on experiences with system completion database ICAPS and OPERCOM Methodology.
• Excellent interpersonal and communication skills with a focus on teamwork and the ability to communicate and interact within a PMT.
• Application and in-depth knowledge of stakeholder specifications, international standard and a working knowledge of Industry standards.
• Conversant with ATEX/IEC regulations and be Comp Ex certified for Ex installation and inspection is beneficial.
• High level of proficiency in written and spoken English.
• Computer literacy involving the regular use of professional office applications and some technical applications.
