- Conduct in-depth analysis of historical spend and market trends to identify cost saving opportunities and inform sourcing decisions.
- Manage the end-to-end procurement cycle for complex, high-value, or specialized commodities for MRO
- Deliver change management as required to optimize operations, proactively align and strengthen operations efforts, systems, and personnel. Drive for continual improvement.
- Builds and maintains good relationships and alignment with departments internally as well as externally with outside suppliers, contractors, and related government agencies to have smooth operation
- Procurement Performance : Reporting and collecting KPI, monitoring, reporting and reviewing PR OS PO OS,conduct weekly meeting with project team,MRO team and logistic team.
- Support HoD validating training matrix and annual training plan.
- Perform as Subject Matter Expert for section and/or Trainer for Technical & Soft Skill program.
- Identify successor for critical position and identify developmental areas.
- Initiate performance mid-year review, by reviewing the progress and the next target.
- Conduct performance closing communication and provide rating.
- Provide high level direction to ensure operational excellence and discipline are achieved.
- Ensure material for production MRO (Maintenance Repair and Operation) are available as per requirement from Project/Production Department.
- Follow up on the material shipment with Logistics Dept based on shipping details from supplier.
- Ensure accurate, effective & efficient shipping and material planning activities to meet customer and internal management satisfaction.
- Ensure procurements activities are fulfilled accordingly by proper procurement system and stock update.
- Improve efficiency and decrease loss time in material procuring lead-time.
- Contract arrangement for MRO (contract price, procurement contract and etc)
- Responsible for smooth flow of material, from receiving, storage to distributing.
- Ensure suppliers are able to reach the target as per delivery schedule.
- Coordinate with other department section to avoid excess inventory.
- Supervise Procurement activities (quotation>n, negotiation and process purchase).
- Ensuring data integrity across Enterprise Resource Planning (ERP) system
- Advance Data Analytics:
Extract and clean raw data from multiple sources to perform predictive spend analysis. - Reporting and visualization design interactive dashboards using tools like Power BI or Tableu to provide leadership with real time visibility into committed spend, pending request.
- Ensure all his/her subordinate are completed with necessary skill, develop sub-ordinates capability and lead subordinates reach the target.
- Perform any jobs assigned by superior.
- Comply with existing safety and health regulation (wear all PPE as required by superior).
- Comply with Quality Management System, OHSAS and other systems required by company.
- Responsible for the safety and health of all workers, visitors and the community while in the field of work.
- Responsible for providing resources for the implementation of the HSE management system in their respective environments.
- Responsible for ensuring that the laws and regulations in the field of HSE that apply to the company have been met.
- Authority to determine an activity can be continued or must be stopped based on risk assessment.
- Authority to issue a Report of non-compliance.
- Authorized to take decisive action against actions that can endanger HSE.
- Authority to enforce emergencies (emergencies).
- Promote continual improvement of HSE.
- Assure fulfilment of Law/rule/procedures compliance obligations.
- Minimum Bachelor's degree or equivalent.
- Minimum 5 – 10 years experience in Purchasing Data Analysis or similar field of expertise.
- Material Management.
- Ability to work as a team
- Fluent/understand organization related tools and process.
- Familiarity or proficient in using Microsoft Office (Word, Excel, Presentation) and Adobe editor.
- Good communication ability and interpersonal skill.
- Fluent in business English communication in both written and spoken.
- Quick learner, good analytical skill, and complex problem-solving ability.
