About the Role

Fermi Forward Discovery Group, LLC (FFDG) manages and operates Fermilab on behalf of the US Department of Energy Office of Science (DOE). Within FFDG, the Finance Division provides safe, efficient, effective financial operations in support of the Laboratory s high-energy physics program in accordance with all laws, regulations, and DOE requirements. Within the section, the Procurement Department is responsible for acquiring goods and services for the entire Laboratory.

It provides helpful, professional support for all procurement requirements from the development of initial plans and requirements to subcontract closeout.

This Procurement Specialist III (PIP-II) role requires a strategic thinker with an acute understanding of the market, suppliers, and products to ensure that goods and services are procured at the best possible terms for Fermi Forward. These responsibilities are accomplished in cooperation with internal customers, FFDG project teams, support personnel, subcontractors, and DOE, in accordance with established procurement policies and procedures, contract law, commercial practice, and applicable federal procurement regulations.

This role under general direction procures complex to highly complex, high-dollar-value construction and materials, and performs all associated pre-work and close-out activities in support of FFDG’s mission. These responsibilities are carried out in collaboration with internal customers, FFDG project teams, support personnel, subcontractors, and the Department of Energy (DOE), in accordance with established procurement policies, contract law, commercial practices, and applicable federal procurement regulations.

What

your day-to-day will look like
  • Procures complex to highly complex, high-value construction and materials, performing all related pre-work and close-out tasks to support FFDG’s mission.
  • Serves as a subject matter expert in large-dollar construction procurement, preferably for projects exceeding $100M.
  • Solicits, evaluates, and negotiates subcontracting requirements, including issuing RFPs, determining subcontractor responsiveness, conducting price and cost analyses, selecting qualified subcontractors, negotiating terms and conditions, drafting contractual instruments, obtaining approvals, and awarding procurements.
  • Administrates construction subcontracts and ensures complete, accurate, and well-organized subcontract files in accordance with subcontract terms and federal requirements. Responsibilities include monitoring delivery of goods and services; verifying bonds; ensuring compliance with the Buy American Act, Service Contract Act, Davis-Bacon Act, and workplace safety requirements; tracking and approving certified payrolls; reviewing and approving schedules of values; performing Davis-Bacon site audits; processing subcontractor payments, change orders, punch-list close-outs, insurance requirements, and socio-economic provisions, as applicable.
  • Plans and assists internal Laboratory customers in developing subcontracting requirements.
  • Maintains current knowledge of evolving regulations by reviewing policies, trade publications, federal regulations, procurement laws, and participating in training, staff meetings, and professional development.
  • May lead project teams and be accountable for project objectives; may assist in training others as assigned.
  • Complete duties accurately, efficiently, and effectively in a fast-paced environment.
  • Performs other duties as assigned.
  • Adheres to and is responsible for complying with all environmental, health, and safety regulations and practices relevant to this position.
