Position: Regulatory / CASS Pillar Lead

Our purpose is to give everyone real confidence to put their money to work. This role focuses on regulatory oversight across CASS, pensions/HMRC reporting and related regulatory change.

Stakeholders
  • BPO provider regulatory/change SMEs
  • Compliance / Propositions (including horizon scanning inputs)
  • Risk, Audit and Regulatory governance forums
Accountabilities
  • Act as the single point of coordination for regulatory interpretation across the platform, ensuring consistency across obligations and change.
  • Serve as CASS Oversight Officer, maintaining a robust control framework, governance and challenging client asset processes.
  • Ensure regulatory change is interpreted, implemented and tested thoroughly with appropriate evidence.
  • Provide clear management information, governance papers and decision support to regulatory committees.
  • Support SMF
    16/24 by providing evidence of effective oversight, governance and control assurance.
Responsibilities Pensions & HMRC Oversight
  • Interpret new and emerging regulatory requirements, assess impact across the operating model.
  • Challenge BPO solutions to ensure regulatory intent, including end‑to‑end controls and documentation.
  • Assess and challenge testing approaches and results for coverage and completeness.
  • Maintain a regulatory change log and capture governance decisions.
CASS Oversight (CASS Oversight Officer)
  • Oversee CASS‑related outsourced activities and retained control ownership, including control framework maintenance.
  • Track breaches/complaints and ensure appropriate escalation and remediation.
  • Coordinate independent testing and assurance activities for CASS controls.
Pensions & HMRC / Regulatory Reporting Oversight
  • Oversee validation and oversight of pensions and HMRC reporting activities delivered by the BPO.
  • Coordinate and support FCA questionnaires and regulatory requests across the business.
  • Ensure timely, accurate and complete submissions with appropriate validation evidence.
Governance, MI & Committee Papers
  • Coordinate MI and papers for the Regulation Committee and other governance forums.
  • Drive action tracking, decision logs and escalation management for regulatory topics.
  • Maintain a clear audit trail of approvals, risks and remediation plans.
Customer, Conduct & Consumer Duty Expectations
  • Apply regulatory oversight and change implementation with customer impact in mind.
  • Support delivery of good customer outcomes and flag any regulatory change or control weakness that could create customer harm.
SMCR / Accountability Expectations
  • Supports SMF
    16/24 with evidence‑based oversight and clear governance outputs.
  • Act as CASS Oversight Officer (not a prescribed responsibility holder) and ensure proper escalation to the relevant PR holder.
Evidence & Assurance Expectations
  • Maintain complete evidence packs for regulatory change, including interpretation, impact assessment, build challenge, testing evidence and approvals.
  • Maintain CASS oversight evidence, such as controls framework artefacts, breach/issue logs, assurance outputs and governance minutes.
  • Maintain regulatory request response packs – questionnaires, submissions, validations and sign‑offs.
Qualifications
  • Significant experience in regulatory oversight, CASS/client assets and/or pensions/HMRC reporting within UK financial services.
  • Strong capability in regulatory interpretation, outsourcing oversight, governance, assurance planning and senior stakeholder engagement.
  • Ability to lead teams and challenge third parties constructively.
